Project Description: General Notice
College Township Water Authority (Owner) is requesting Bids for the construction of the following Project:
First Avenue Waterline Replacement Project Entech No. 4139.065
Bids for the construction of the Project will be received electronically via the PennBid Program by the College Township Water Authority, Tuesday, February 25, 2025 at 10:00 am local time. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
Work consists of but is not limited to the installation of approximately 3,450 LF of 6-inch and 8-inch ductile iron waterline, valves, fittings, services, and hydrants along Rhodes Lane and First Avenue within College Township, Centre County, PA. The extent of the work is described in the Contract Documents, Drawings and Specifications.
Obtaining the Bidding Documents
All project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).
Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, February 13, 2025 at 9:00 am at the College Township Office, 1481 East College Avenue, State College PA 16801. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract, or any subcontracts, shall be from steel made in the United States. The College Township Water Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
