Project Description: PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that the Municipality of Norristown, Montgomery County, Pennsylvania will receive sealed bids for the following Roosevelt Field Demolition Sealed bids shall be submitted and updated online until 11:00 AM, prevailing time, November 19, 2024 at which time bids received will be opened on line. All documents and solicitation details are available any time at PennBid (https://pennbid.bonfirehub.com) by clicking on the bids tab. Hard copies of all documents may be optionally purchased through PennBid. Estimated cost is $100.00. Project drawings and documents are available for inspection at the offices of the Municipality of Norristown 235 East Airy Street, Norristown PA 19401.
The Scope of Work includes the following: Demolition of existing structures associated with Roosevelt Sports field including masonry and metal stadium seating, several free standing out buildings and masonry wall surrounding the field complex on three sides wall to be removed flush with the existing grade in areas whwer it acts as a retaining wall for the existing grade.
Bids must be submitted unconditionally. No bidder may withdraw a bid within SIXTY (60) days after the scheduled closing time for receipt of bids.
The Municipality reserves the right to waive any informalities, or to reject any or all bids.
All prospective bidders are hereby notified that the contracts will require contractors and subcontractors to comply with certain state and local statutory and regulatory requirements, including, but not limited to, the following:
• Pennsylvania Prevailing Wage Rates. The Projects require all prime contractors and subcontractors to pay all laborers and mechanics employed on the Projects wages at rates not less than those prevailing on projects of a character similar in the locality.
• Non-Discrimination. The Projects require all prime contractors and subcontractors to agree not to discriminate on the basis of race, color, national origin, religious creed, age, handicap, disability, or gender.
• The Municipality has a Responsible Contractor Ordinance. The award of all contracts will be as per the requirements of this ordinance. All Contractor’s submitting bids must be able to meet all the Requirements of this Ordinance if the total of the base bid and all alternates submitted are equal to $350,000.00 and above. Bids totaling less than $350,000 will not have to meet item #10 A & B of the ordinance. This ordinance pertains to all contractors and their subcontractors.
Mandatory Bonds and Guarantees - A certified check or bid bond in the amount of 10% of the total bid will be required. Bid guarantees, performance bonds and payment bonds will be required in accordance with 40 C.F.R. § 31.36(h). Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
A pre-bid meeting is scheduled for November 6, 2024, at 10:00 A.M. and will be onsite, at Roosevelt field off Harding Avenue.
