Brief Description: MnDOT requests letters of interest to execute a long-term contract to provide a consistent, reliable and quality work product for the creation of historic parcel polygons that will ultimately be housed on the MnDOT Land Management Map and Data Viewer. The creation of shapes/polygons in this contract will allow MnDOT to link parcel data to the geographic location on a Geographic Information System (GIS) map for easier and quicker access. The goal of this project is to have polygons created for every parcel MnDOT has acquired and make them available in MnDOT’s Land Management Map and Data Viewer.

PROJECT OVERVIEW

MnDOT’s Office of Land Management (OLM) is requesting responses to have a long-term contract in place to provide

consistency, reliability and quality of work product for the creation of historic parcel polygons, which will ultimately be

housed on the Land Management Map and Data Viewer. The creation of shapes/polygons in this contract will allow

MnDOT to link parcel data to the geographic location on a Geographic Information System (GIS) map for easier and

quicker access.

PROJECT GOAL

Polygons created for every parcel MnDOT has acquired and are available in Land Management Map and Data Viewer.

SCOPE OF WORK AND DELIVERABLES

General Information

MnDOT’s Responsibility:

MnDOT will provide the following:

1. Copy of existing database parcels along the above corridor.

2. List of attributes to include (also posted as Exhibit B):

a. Short Parcel Number

b. Full Parcel Number

c. Comment

d. Status

e. Parcel Mapping

f. REALMS Plan Info ID

g. Parcel Description 4 – “REALMS Parcel Format”

h. Edit Date

Items recommended for use, but will not directly provide to the successful responder:

1. Final maps on the Right of Way Mapping and Monitoring (RWMM) website

2. Seek County parcel data

3. Seek MnDOT District Survey data

The Successful Responder’s Responsibility:

Deliverable product:

1. One GIS shape zip file Geographic (GEO) database containing multiple polygons in Universal Transverse

Mercator (UTM) Zone 15 to be used in MnDOT data set.

a. Metadata is required for all new and modified data layers.

a. Metadata will be prepared following Minnesota Geographic Metadata Guidelines.

b. The Minnesota Metadata Editor (MME) tool can be downloaded and used for metadata

creation.

b. MnDOT Contracts where Web GIS Content ArcGIS Online (AGOL) maps/applications are delivered to

MnDOT from a consultant:

a. AGOL content will be developed on MnDOT AGOL site.

b. The successful responder’s user account on MnDOT AGOL site will be created at the beginning

of the project and removed when the project is completed.

2. Rough metrics of per parcel rate constructed (level of effort)

Deliverables are the work products created by the successful responder pursuant to the terms of this Contract. The due

dates for deliverables are June 30, 2027; December 31, 2027; June 30, 2028. The contract expiration date is June 30, 2028.

PROJECT SCHEDULE

Work on this project will commence immediately upon contract execution. Contract will expire on June 30, 2028.
