the Mobile County Commission, Mobile, Alabama, will receive bids on the following items:

NOTE: PRICES MUST REMA[:N FIRM FROM OCTOBER 1, 2026, THROUGH SEPTEMBER 30, 2029.

provided that bonding is available for services, equipment or materials. Bid bond will be

Out of State Corporations shall furnish a Certificate of Authority to transact business in
the State of Alabama. Out of State limited liability companies shall furnish proof of
registration to transact business in this state. Alabama law requires that a successful
bidder, if it has employees in the State of Alabama, provide proof of enrollment in E-

TERM OF AGREEMENT:

COMPENSATION:
1. Monthly Fee: The Serice Conttactot agrees to chatge, and the County agtees to pay the
monthly fee as detetiniiied by the agreed amount pi:icing as pi:esent on the Bid Fort'n for the
tei:m of the contract, fot the i:equited monthly custodial ser'vices. Seivice Conttactor shan bill
monthly fot services i:endeted the pi:eceding month. An invoices subinitted shall consist of an
original and cleai:ly teference the Bid Numbei: and a sufficient description to identify serv'ces
for wl'iich payment is i:equested.
2. Unde.t Consttuction: When a room(s) oi: area(s) is unde.t consh'uction, being remodeled, or
otherwise taken out of ser'vice, foi: mote than Thirty (30) continuous calendar days, Service
Contractor will be relieved of all or part of the contract obligat'ons fot the atea designated.
As the Service Contractor will not be perforining full service on those ai:eas, the monthly
payments will be teduced by the actual numbei: of squai:e footage that is taken out of service.
3. Ptesent Billing Rates: Any work not covered by the Scope of Work of the contract shall be
billed at the Sei'vice Conttactor's Additional Rates as described in the Bid Fort'n, all additional
seivices will be iiwoiced separately from the monthly invoice.
4. Special and Emetgency Event Set-vices: At the tequest of the Mobile County Commission's
Set-vice Conti:act Adininistratot, Special Event Services and Einetgency Event Ser'vices will be
invoiced per the Additional Rates as described in the attached Bid Foi:m. All Invoices for
special and emergency seiices shall include the fonowing attachments: Synopsis of hours
woi:ked, list of employees names (last names only), Name and Date(s) of event, Location, and
attach email authorization. No claii'n for WOI:k furnished by the Ser-vice Conttactor not
specifically pi:ovided for hetein shan be paid by Mobile County Coininission.
INoUIRIES:

Responses to questions may be handled as an addendui'n if the response provides clafffication to

FAMILIARITY WITH THE WORK
1. The Serv'ce Conttactot, by subinitting a bid, acknowledges full undei:standing of the extent ai'id
cliatacter of the woi:k required and the conditions sutrorinding the perfoi'i'nance thereof. The
County will not be responsible for any tnisundetstanding of the wotk to be futnished or
completed, oi: any of the condit'ons suti:ounding the petfori'nance theteof. It is understood that
execution of the Agi:eement by the Sei'vice Contractor serves as the stated coinmiti'nent
to fulfill all tequirements and conditions referred to in this Agi:eement.
MANDATORY PRE-BID CONFERENCE AND SITE VISIT
1. All prospective bidders shall have a representative present at a MANDATORY Pre-bid
Conference that will be held on Tuesday, June 30, 2026, at 1:00 p.m. on site at the Jame sT.
Sti:ickland Youth Center Annex, 2200 Costai:ides Sueet, Mobile, AL 36617. Any Sei'vice
Conttactots not having a .teptesentative at this meet'ng will be disqualified fi:om bidding on
this project,
INSURANCE REoUIREMENTS
1. Service Conttactot, at its sole expense, shall obtain and maintain in fun force the following
insurance to protect the Service Conttactoi: and the Mobile County Cominission (MCC) at
liinits and coverages specified herein. These limits and coverages specified ate the ininii'num to
be maintained and ai:e not intended to represent tlie cortect insui:ance needed to fully and
adequately protect the Setvice Contractoi:. If requested by MCC, Sersrice Conti:actor will
provide copies of policies within 10 days of tequest.
2. All insutance shall be provided by insurers licensed to conduct business in the State of
Alabama and shall liave a ininii'nut'n A.M. Best taring of A- VII and must be acceptable to
MCC. Self-insured plans and/or group funds not having an A.M. Best rat3ng must be
subinitted to MCC for pi:iot approval.
NO WORK IS TO BE PERFORMED UNTIL PROOF OF COMPLIANCE WITH
THE INSURANCE REQUIREMENTS HAS BEEN RECEIVED BY MCC.

d. Certificate of Insutance
A Certificate of Insui:ance evidencing the above ininiinutn requirements must be
provided to and accepted by MCC, PRIOR to coini'nencement of any woi:k on the
contract. Each policy sliall be endorsed to ptovide Thitty (30) days priot written notice
of cancellation to the MCC.
CANCELLATION PROCEDURE
1. Tlie Service Contractot shan be notified in writing of any problems pertaining to the
petformance of the janitorial services. This notification will be written by the County's
Ser'vice Conttact Adininisttatot as specified in the Agreement. A follow up lettei: will come
ftom the Dii:ectoi: of Facilities and Maintenance .If no satisfactor7 corrections a.t emade by
the Seiice Contracto.t witl'ffi Ten (10) wo.tkiiig days, Mobile County Cominission may, at its
discretion, cancel the Agreement iini'nediately. If terminated, the Service Conttactoi: will be
removed from the bid list. Cancellation procedures will be sttictly enfotced.
2. The Ser'vice Contractor and/ot the County may cancel the contract by giving written notice
of such, no less than Thitty (30) calendar days, notice of intent to cancel the contract. If the
Sei'vice Contractor initiates the cancelat'on, the Service Contractor must also forfeit Fifty
Percent (50o/o) of the cliarge for janitorial sei'vice for their last complete month of ser'vice. In
the event of cancellation by eithet party, proration of the custodial charge will be based on a
Thii:ty (30) day month.

MISCELLANEOUS PROVISIONS
1. Indemni$: To the fullest extent perinitted by law ,the Service Contractor shal liiideinnify
and hold hari'nless the County, and its agents and employees from and against all claii'ns,
damages, losses and expenses, including, but not limited to, attorneys' fees arising out of
or tesult'ng fi:om tlie petforinance of the Work.
2. Subcontractors: The Set-vice Conttactot shall not employ Subconttactors without the
express written perinission of the County.
3. Uniforms: Ser-vice Conuactot's employees ate i:equired to wear a uniform or some type
garment that will identify employees working foi' the company while on the premises.
4. Conduct: Tlie Ser'vice Contractot shall tequire employees to comply with any and all
instructions pettaining to conduct and building regulations issued by Set'vice Conti:act
Adrninistratot and Court Police Officets, if applicable. Tlie Service Contractor shall
p.tohibit theit employees from the following: disturbing papers on desks; opening desk
drawers; opening file di:awers or on any futniture; using telephones ot office equipment;
stealing/taking County property or personal ptoperty; using illegal di:ugs, alcoliol, or
other prohibited substances; being under the influence of illegal drugs or alcohol while on
County pi:opei:ty ;cai:i7ing or using guns ,knives, or othet dangerous weapons; and/or
unplugging computers or otlier equipment. Due to the security nature of the James T.
Sttickland Youth Centei: Annex, Service Contractor's employees shall be issued County
issued identificat'on security cai:ds, if applicable. Tlie County shall resei've the right to have
any Seivice Contractor's personnel removed, relocated, and/or batred from access to tlie
James T. Strickland Youth Center Annex at any tii'ne. Set-vic eConttactor shall teplace the
employee iini'nediately upon notification by the Seivice Conttact Administrator. The Ser'vice
Conttactor's personnel sliall iini'nediately retutn the County issued identification secutity
card, if applicable.
5. Ctiininal Record Check: Service Contractor shall obtain criininal backgi:ound checks, at its
expense, on an petsonnel at the statt of this contract oi: upon employment. The ctiininal
backgi:ound check is to include federal, state, and local including any location that the
employee lias resided within the past Five (5) years. Ten (10) days prior to the statt of
work, Sei'vice Conti:actoi: shall provide Seiice Conii:act Adininisttator with
documentation illustrating background checks have been successfully completed. No
employee will be anowed to work at tlie James T. Sttickland Youth Center Annex that has
a criininal tecord/history foi: the past Five (5 )yeai:s, if appIlicable.
6. Qualifications of Employees: A fully qualified, and ttained for tlieit specific duties,
wotkforce shan be on-boai:d by the end of the first Thii:ty (30) days of the conttact, and
shall be maintained througliout the pei:iod of the contract.
7. All employees assigned by tlie Service Conttactot to perfotm the wotk under this contract
shall be physicany able to do their assigned woi:k, and shall be in good health. It shan be
the Service Contractor's responsibility to ensure that all employees meet tlie physical
standatds needed to pei:form the woi:k assigned. All petsonnel employed by the Service
Contractor sliall be trained and experienced, qualified in this type of WOI:k, and fully awai:e
of theit responsibilities and duties.

8. Supervision of Employees: Service Conttactoi: sliall at all tii'nes pi:ovide adequate on-site
supeiision (ininii'num of One (1) supei'visoi:/lead custodian pet sl'fflft) of employees to
ensure complete and satisfactor7 perfotmance of all WOI:k in accordance with the
Agi:eement. Tlie Set-vice Conttactot's site super-visor sliall be available on-site at all tii'nes
wlien the work is beiiig performed. Tlie Service Contractot's super'visoi:s shall be Jully and
adequately trained, with a ininiinui'n of Two (2) yeats of expeiience in cleaning super'vision,
sufficient in scope to meet the apptoval of the Ser'vice Contract Adininisttator.
9. Contractor Qualifications: Sei'vice Contractor must have been iii business at least Seven (7)
consecutive yeats. Set-vice Contractor shall provide teferences to recent janitoiial ser'vice
expei:ience in buildings equivalent to appi:oxiinately 5,840 sq. ft. Failute to p.tovide evidence
of at least Seven (7) consecutive years in business ot teferences will be cause to reject bid.
