Project Description: Allegheny Clarion Valley Business Park Water and Wastewater Infrastructure Project
Butler County is receiving separate sealed bids for the following contracts:
Water Treatment Plant Contract W-1-General Construction Contract W-2-Plumbing Contract W-3-Heating, Ventilation and Air Conditioning (HVAC) Contract W-4-Electrical
Sewer Treatment Plant Contract S-1-Plumbing Contract S-2 Electrical
On behalf of AC Valley Authority, Butler County will receive separate sealed bids for each Prime Construction Contract for the above Project electronically via PennBid on December 9, 2024, on or before 9:00 AM. Bids will be opened shortly thereafter in the office of the County Controller on the 5th floor of the Butler County Government Center, 124 West Diamond Street, Butler, PA with results displayed on PennBid shortly thereafter. If Bidders are bidding on more than one contract number, they must submit a separate bid for each contract number.
The Project consists of Multiple Prime Construction contracts. Plans, specifications and bid documents are available at no cost on PennBid (https://pennbid.bonfirehub.com) Any questions regarding the project must be submitted via the “Ask A Question” feature in PennBid no later than November 26, 2024 at 5:00 PM. The project scope includes water and wastewater. All contracts will have 180 calendar days to complete the project.
A MANDATORY Pre-Bid meeting will be held on site at 10:00 AM on Tuesday November 12, 2024 located at 9 Pennwest Way, Emlenton, PA 16373. All prospective bidders shall have a representative present at this conference. Failure to attend this mandatory pre-bid conference will result in the disqualification of the bidder and their bid will not be opened.
Each proposal shall be accompanied by a bidder’s bond, in favor of the AC Valley Authority, in the amount of not less than ten percent. The Owner and the County of Butler reserves the right to waive any informality in and to accept or reject any and all bids or any part of any bid. No bid may be withdrawn for a period of sixty (60) days.
Federal wage rates established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing Davis-Bacon wage rates, labor standards, nondiscrimination in hiring practices, Build American, Buy America Act (BABAA), goal for minority and female participation, MBE and WBE participation, and related matters.
