Note : Only Prequalified CMAR Firms from BHA RFQ No. 2236-02 Are Eligible to Submit Proposal for this BHA RFP No. 2236-03.


The Boston Housing Authority (the “Owner” or “BHA”), is requesting proposals for Construction Management at Risk Services for Mechanical and Envelope Upgrades at Franklin Field Apartments. Firms which have submitted Statements of Qualification in response to the Request for Qualifications (“RFQ”) issued by BHA and have been selected as qualified may submit proposals for services to be performed on the site. BHA intends to award a Construction Manager at Risk with a Guaranteed Maximum Price contract for the above referenced project. Construction under this project is anticipated to be subject to a Project Labor Agreement.

Questions Deadline: All question must be sent via email to bids@bostonhousing.org no later than 2:00 PM on April 13, 2026.

Proposal Deadline: Bidders shall submit one (1) hardcopy and one (1) electronic copy on a non-returnable USB flash drive in PDF format of each of the Technical and Price Proposals no later than 2:00 PM on April 30, 2026 to:

The hard and electronic copy of each document shall be titled as:

“BHA Job No. 2236-03 – Offerors Name – Franklin Field Mechanical and Envelope Upgrades – Price Proposal”

The estimated construction cost is $42,949,888.

The project is subject to Federal Davis Bacon prevailing wage requirements and reporting. Bidders should assume the Project is to be tax-exempt.

The Project is located at 91 Ames Street, Dorchester, MA 02124. The existing buildings are 3-story walk-up, solid masonry, including 8-inch concrete masonry unit (CMU) walls and single-wythe brick over concrete basement walls. The development consists of 346 units across 19 buildings, supported by a central steam heating plant. This proposal focuses on critical improvements to only Buildings 7, 8, 9, 10, 11, 12 and 13, which contain a total of 129 units.

There will be a site walkthrough at 1:00 pm on April 2, 2026 (for prequalified CMAR firms). Offerors shall meet at the lobby of the management office at 91 Ames Street, Dorchester, MA.
