The District of Columbia Government (the “District”), acting by and through its Department of General Services (the “Department” or “DGS”) Division of Contracts and Procurement is issuing this Request for Proposal (“RFP”) to engage a single qualified Contractor to provide comprehensive Property Management Services including facility Operations, Maintenance and Repair Services (“OM&R”) at Duke Ellington School of the Arts, located at 3500 R Street, NW, Washington DC 20007. All services shall be conducted in accordance with the Scope of Work Section [C] of this Request for Proposals (“RFP”), the District of Columbia’s Department of General Services Standard Contract Provisions (“SCP”) for Supplies and Service Contracts, January 2016 Exhibit E.1, and other associated Contract Exhibits and Solicitation Attachments listed in Section [J] of this RFP and the proposed Contract.

Background

DGS Mission

The Department of General Services is the lead agency responsible for the construction, renovation, management, and consolidated maintenance of District government real property assets. DGS provides management, maintenance, engineering, janitorial and related services for over eight hundred fifty (850) owned, leased and vacant properties. These properties include office buildings, schools, parks and recreation centers, warehouses, residential facilities, and vacant schools and properties. As a service-providing agency, positive customer service and rapid response and resolution to tenant issues, projects, and service requests are paramount to DGS’ operational and mission goals .

Facility Description

The required property management services are for Duke Ellington School of the Arts, located at 3500 R Street, NW, Washington DC 20007. The Duke Ellington School of the Arts is a prestigious public high school located in the Georgetown neighborhood of Washington, DC. The school specializes in arts education and serves approximately 600 students in grades 9-12. It offers a rigorous academic curriculum alongside comprehensive training in various artistic disciplines, including music, dance, theater, visual arts, literary media, and museum studies. The total building area is approximately 265,000 square feet. 5 floors, including basement and rooftop spaces. The facility spans approximately 265,000 square feet and is comprised of five floors, including basement and rooftop spaces. Designed to meet the unique needs of an arts-focused school, the building features multiple performance venues, including an 800-seat main theater and a 150-seat black box theater, which host a wide array of student productions and events. Specialized spaces within the school include state-of-the-art art studios, music rehearsal rooms, and dance studios, all designed for professional-level training. The facility also houses modern science laboratories, computer labs, and a library/media center. In addition to academic and artistic spaces, the school features administrative offices, conference rooms, and various common areas for student interaction. The outdoor areas include a landscaped courtyard and terraces offering scenic views of the surrounding Georgetown area.

Requirements

The service requirements identified in this section are sought as a complete comprehensive requirement divided into two service groups: (i) routine monthly Basic Services; and (ii) supplemental time and material repair and replacement services. The required services under each service group are the minimum services the Contractor shall provide in order to satisfy the Contract requirements. The Contractor shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of all facility equipment and systems. The Contractor shall provide at a minimum all management, supervision, labor, materials, repair parts, tools and equipment/supplies, administrative support and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified in this Contract to perform all service level requirements defined herein. The services envisioned in this agreement are delineated as Property Management Services. Throughout the Contract's duration, the Contractor will undertake the responsibilities associated with the role of the Property Manager on behalf of the District
