The Department anticipates awarding a design-build contract (the “Agreement”, “Contract” or “Design-Build Agreement” ) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for Ketcham ES, which will be approximately 81,100 square-foot school facility.
The Design-Builder shall design and construct a combination of renovation of the existing and new construction to increase the existing footprint to accommodate the square footage required in the Educational Specifications (“Ed Specs(s)” or “Educational Specifications”) to bring it in line with the District of Columbia Public Schools (“DCPS”) Ed Specs as. The original historic Ketcham Elementary School was built in 1908 with additions following in 1940 and is in the Anacostia Historic District. Later on, in the late 1960s, a portion of U Street SE between 14 th Street and 15 th Street was closed, and the building was further expanded. The building has since had several additional construction projects, including a Phase 1 Modernization in 2012, window replacement in 2011, updates for the Child Development Center in 2018, and restroom upgrades in 2019. The Department anticipates the demolition of a portion of the existing building, mainly the 1970 classroom wing, but the Design-Builder shall recommend a design that is most advantageous to the Project. The Project shall include all new outdoor playgrounds, parking, and loading facilities. Additionally, the Ketcham Recreation Center on the adjacent property is under construction and expected to be completed in 2025.
