The Connecticut Health Insurance Exchange’s (the "Exchange's") responsibility to carry out the purposes of the Patient Protection and Affordable Care Act as a state-based marketplace, while maintaining compliance with other state and federal laws, necessitates that the Exchange have access to experienced and cost-effective outside counsel to support the internal legal and policy team that serves the day-to-day needs of the Exchange. In accordance with its internal policies and state law, the Exchange periodically solicits bids for professional services, such as legal services, and now seeks proposals from qualified firms to provide legal services to the Exchange.
