Background:

The STRIDES program (Strengthening Infectious Disease Detection Systems), funded by the U.S. Department of State, supports countries to strengthen surveillance systems critical to global health security. In Morocco, STRIDES supports the Ministry of Health and Social Protection (MOHSP) in strengthening digital systems for infectious disease surveillance, early detection, and response across both human and animal health.

STRIDES Morocco is aiming to scale up and roll out an existing infectious disease digital platform with an associated mobile application. A priority for the project is to enhance epidemiological surveillance and monitoring to strengthen early detection and response to potential public health threats. The approach combines three complementary surveillance methods: enhanced active surveillance of notifiable diseases with epidemic potential, syndromic surveillance, and community-based/event-based surveillance (CBS/EBS). The objective is to allow different levels of access for different stakeholders and users, and to prioritize usability across a variety of clinical and non-clinical settings.

In parallel, STRIDES Morocco also aims to digitize a risk assessment tool. This includes reviewing the existing risk assessment methodology and tool, translating relevant criteria and scoring approaches into digital requirements, and supporting the integration of risk assessment outputs into the surveillance application to inform the prioritization of diseases, syndromes, signals, and other public health threats.

Objective & Purpose of Consultancy:

STRIDES is seeking a Digital Health and Epidemiological Surveillance Information Systems Consultant to support the validation, optimization, implementation, digitization, and institutionalization of digital infectious disease surveillance applications and tools for sustained use. The consultant will work closely with the MOHSP and relevant national and subnational stakeholders under the guidance of STRIDES Morocco leadership. The consultant will assess the application's existing functionality and performance, gather and document user requirements, support functional validation and testing, identify and prioritize improvements, and provide technical assistance and capacity building to support adoption and sustainability. This position is remote-based, with the possibility of travel to Morocco for stakeholder engagement and completion of work objectives.

Scope of Work:

The consultant will work under the direction of STRIDES Morocco leadership in collaboration with the MOHSP and relevant national and subnational stakeholders to support the following digital health and surveillance information systems activities:

General

● Provide technical and functional expertise to support the validation, optimization, implementation, digitization, and institutionalization of digital infectious disease surveillance applications and tools.

● Engage closely with the MOHSP and relevant national and subnational stakeholders throughout the assignment.

● Assess the application's existing functionality and performance, and identify and prioritize improvements.

● Undertake any other related responsibilities as assigned by supervisors.

Application Assessment and Stakeholder Engagement

1. Assess the existing application, including its functionality, usability, data flows, reporting processes, and alignment with national epidemiological surveillance needs.

2. Engage key stakeholders and users at national, regional, provincial, and facility levels to document user needs, workflows, and priorities for adapting the application for long-term sustained use.

Application Validation and Data Quality

1. Validate and refine the application, including reviewing and prioritizing functional requirements, supporting user acceptance testing, identifying gaps, and recommending or overseeing necessary improvements.

2. Strengthen data quality and reporting functionality, including data completeness and validation, real-time monitoring, alerts, dashboards, and epidemiological reporting.

Implementation and Scale-Up

1. Support implementation and scale-up of the application within routine epidemiological surveillance, including pilot testing, deployment, troubleshooting, and identification of implementation barriers and solutions.

Risk Assessment Digitization

1. Support the digitization and integration of the epidemiological risk assessment tool, including translating the existing methodology into functional requirements and linking risk assessment outputs with surveillance priorities and alerts.

Capacity Building and Sustainability

1. Build national capacity through user training, mentoring, development of user guidance and SOPs, and transfer of knowledge to MOHSP counterparts.

2. Support sustainability and institutionalization by documenting key workflows and requirements and providing recommendations for ongoing management, maintenance, and integration of the application within the national surveillance system.

Location and Travel Requirements:

This is a remote-based position, with the possibility of travel to Morocco for stakeholder engagement at national, regional, provincial, and facility levels and completion of work objectives. See the table below for anticipated locations.

Qualifications:

The consultant must meet the following minimum eligibility requirements:

1. Master's degree or higher in Information Technology, Computer Science, Health Informatics, Information Systems, Public Health, Epidemiology, Digital Health, or a related field.

Specific experience in:

1. Minimum of 5 years of relevant professional experience in health information system (HIS) implementation, digital health, electronic disease notification, data governance, EBS, or epidemiological/disease/syndromic surveillance systems in the Middle East or North Africa, preferably in Morocco.

2. Demonstrated ability to analyze complex data systems and recommend context-sensitive solutions.

3. Demonstrated experience in the assessment, development, validation, implementation, or optimization of digital health or HIS, including functional testing, user acceptance testing, or similar validation processes for digital applications.

4. Demonstrated experience gathering and documenting user requirements and translating operational needs into functional requirements.

5. Experience implementing digital systems within government and/or institutional public health settings.

6. Demonstrated understanding of data quality, data validation, reporting workflows, and use of surveillance data for public health decision-making.

7. Experience developing training materials and providing hands-on training, mentoring, and technical assistance to government or institutional users.

8. Experience working on large USG-funded projects or technical implementation in public health.

Preferred qualifications:

1. Prior experience in animal health, zoonotic diseases, or One Health collaborations.

2. Familiarity with Morocco's HIS and epidemiological surveillance system.

3. Demonstrated ability to work effectively with both technical and non-technical stakeholders, especially in multisectoral coordination.

4. Strong analytical, organizational, communication, documentation, and report-writing skills.

Skills:

French proficiency is required; knowledge of Arabic/Moroccan Arabic (Darija) and proficiency in English are an advantage.

Evaluation Criteria:

Proposals will be evaluated in accordance with the following criteria:

● Award will be based upon best value (a combination of qualifications and proposed daily rate).

● Payment will be based upon Fixed Price Level of Effort (LOE) with reimbursement for approved related budgeted expenses.
