Lab Ion Chromatograph Service and Consumables

Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Brinkmann Instruments, Inc. d/b/a Metrohm USA, Inc., for a three (3) year period, at a total cost of $234,195.01 for the maintenance of the Ion Chromatograph (IC), autosampler and additional system components, to include original equipment manufacturer (OEM) parts and consumables. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy and is considered a sole source as maintenance, services, parts, and warranties for existing equipment is provided by the original equipment manufacturer (OEM), and is only reasonably available from Brinkmann Instruments, Inc. d/b/a Metrohm USA, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Brinkmann Instruments, Inc. d/b/a Metrohm USA, Inc., quote number QUO-307472-L4J3K1-2 and QUO-313404-G9Q5L2-6, must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
