Request for Qualifications
General Information
Introduction
The City of Redmond (Redmond or the City) is soliciting interest from consulting firms under
this Request for Qualifications (RFQ) for design services for the construction of ADA curb
ramps primarily within the vicinity of 150th Avenue NE and NE 40th Street. The selected
consultant team will be responsible for preparing planning-level analyses, identifying
appropriate locations, developing a design report, obtaining necessary permits, and
producing plans, specifications, and cost estimates. The team will also provide support
services related to real property and arborist assessments.
Questions regarding this project or solicitation must be submitted to Ilir Dardania at
idardania@redmond.gov or 425-556-2719. Redmond staff will not answer questions directly,
but will collect questions and post responses on redmond.gov/bids. Answers to questions
submitted by 3:00 p.m. September 14, 2026, will be posted by September 16, 2026.
Questions submitted after the September 14, 2026, deadline will not be answered.
Any additional information or addendums will be posted to redmdond.gov/bids. The City

Disadvantaged/Small Business Enterprise Participation
Participation for Disadvantaged Business Enterprises (DBE) or Small Business Enterprises (SBE)
is encouraged. In keeping with Washington State goals, a voluntary SBE goal amount of ten
percent of the Consultant Agreement is established. The Consultant shall include a SBE
Participation Plan with their submittal. Although the goal is voluntary, the outreach efforts to
provide SBE maximum practicable opportunities are not.
Title VI Statement
The City of Redmond, in accordance with Title VI of the Civil Rights Act of 1964, hereby
notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises as defined at 49 Code of Federal
Regulations Part 26 will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, national origin,
or gender in consideration for an award.
Project Information
Background
The scope of this project is to construct approximately twenty new ADA-compliant curb ramps
and driveway approaches within the vicinity of 150th Avenue NE and NE 40th Street,
excluding the ADA ramps along the south side of NE 40th Street from 148th Avenue NE to
SR 520. The project will include the removal of existing curb ramps and driveway approaches
that do not meet current ADA standards, followed by construction of new compliant ADA
ramps and driveway approaches, along with two feet of new asphalt concrete pavement in
front of each newly installed ADA elements. Tree preservation and potential relocation should
be carefully evaluated and incorporated into the design process.
Estimated design and construction cost: $1,200,000

Project Funding
This project has received Community Facility District (CDF) funding in the amount of
$1,500,000.
Project Challenges and Constraints
The project will be constructed primarily within existing public right-of-way or easement areas;
however, temporary easements may be required for construction activities, as well as material
and equipment staging. Project constraints include roadway slopes at certain potential
locations, which may necessitate additional pavement reconstruction that could exceed the
project budget. Additional considerations include impacts to vehicular and pedestrian traffic,
limited work hours from Monday through Friday, and environmental considerations related to
potential tree removal or relocation.

Consultant Scope
The consultant shall provide engineering design services and related support across two
phases:
Phase 1
• Planning-level analyses
• Identification of potential ADA curb ramp and driveway approach locations
• Preparation of a Rough Order of Magnitude (ROM) cost estimate
• Design report summarizing Phase 1
Phase 2
• Project management during design
• Data collection and survey/mapping
• Detailed design of curb ramps and driveway approaches
• Real property support-with property easements
• Arborist services
• Preparation of Plans, Specifications, and Estimates (30%, 60%, 90%, and Bid-Ready
package)
• Support during bid advertisement period
• Optional project management and design support during construction
Consultant shall provide preliminary and final engineering design services and other work
including:
Task 1 – Project Administration
• Attend project meetings
• Manage consultant’s project budget
• Prepare monthly progress reports and invoices
• Provide initial project schedule and monthly updates on milestones
• Quality Assurance/Quality Control of all deliverables
• Coordinate plan revisions and response to City Comments on all deliverables
• Regular communication with City project manager on progress, problems, and issues
Task 2 – Scoping and Initial Concept
• Conduct planning-level analyses
• Review existing conditions and identify potential ADA curb ramps and driveway
approaches to be included in the project
• Develop a ROM cost estimate and preliminary timeline
• Design Report summarizing findings

• Temporary Erosion and Sediment Control (TESC)
• Demolition and removal, tree protection

Task 5 – Advertising and Bidding
• Finalize contract documents for advertisement
