The Department of Environmental Protection (DEP), Division of Air Quality Monitoring, is seeking two (2) gas chromatographs (GCs) configured to use for the EPA PAMS Program, a minimum list of compounds to be monitored are listed in Table 1 at the end of Section 1. A system based on the Perkin Elmer Clarus 590 is requested. The system is to be configured for use with helium carrier gas, to be provided by DEP. Hydrogen and zero air generators capable of supplying the flame ionization detectors must be included in the bid. The thermal desorption preconcentrator shall use a thermo-electric chiller or other technology that does not require a consumable cryogen such as liquid nitrogen. The system is expected to follow the EPA PAMS Program sampling schedule of collecting and analyzing an air sample every hour continuously with a data completion goal of 75% or better for continuous operation.

SPECIFICATIONS FOR GAS CHROMATOGRAPH WITH FLAME IONIZATION DETECTORS FOR USE WITH EPA PHOTOCHEMICAL ASSESSMENT MONITORING STATION PROGRAM

1. Summary of Request

The Department of Environmental Protection (DEP), Division of Air Quality Monitoring, is seeking two (2) gas chromatographs (GCs) configured to use for the EPA PAMS Program, a minimum list of compounds to be monitored are listed in Table 1 at the end of Section 1. A system based on the Perkin Elmer Clarus 590 is requested. The system is to be configured for use with helium carrier gas, to be provided by DEP. Hydrogen and zero air generators capable of supplying the flame ionization detectors must be included in the bid. The thermal desorption preconcentrator shall use a thermo-electric chiller or other technology that does not require a consumable cryogen such as liquid nitrogen. The system is expected to follow the EPA PAMS Program sampling schedule of collecting and analyzing an air sample every hour continuously with a data completion goal of 75% or better for continuous operation.

A programmable system to introduce calibration gases automatically such as Orsat’s Merlin MicroScience Dilution System shall be included. This is to allow automated QC samples to be run on predetermined schedules without an operator present to manually connect a gas standard.

Installation, setup, all necessary hardware, such as tubing and fittings, and field qualifications, consisting of running and passing MDLs per the EPA PAMS Program guidelines, are to be included. The installation locations will be in 8’ x 12’ EKTO shelters outfitted with a suitable benchtop and electric supplies. The shelters are expected to be placed at opposite ends of the same unconventional natural gas well pad in West Finley, Pa.

A PC shall be included capable of controlling the instrument along with software to operate the instrument and any additional custom applications that may be needed to allow for continuous operation and control of introducing calibration gases. A monitor, keyboard and mouse are to be included. The operating system shall include security updates through at least 12/31/2029, the projected end of this project. This may be achieved by an upgrade path to a more modern operating system or the use of a long-term servicing channel version with security updates through the requested date. There shall be a mechanism to remotely operate the computer via a DEP supplied internet connection.

Calibration gases, including primary, secondary and retention time standards shall be provided in exchangeable canisters, along with shipping for a period of one (1) year, that is expected to be renewed on an annual basis. Gases shall be traceable to a certificate of analysis from stock standards originating from an ISO certified vendor if a certificate of analysis is not available directly from the primary vendor.

Training covering the regular operation and DEP performed preventative maintenance shall be provided to at least three (3) DEP employees over the course of at least one (1) week.

Data validation services shall be provided, to be renewed on an annual basis, in which raw data collected by these instruments will be processed, reviewed for quality assurance standards consistent with the EPA PAMS program, qualified if necessary and uploaded to the EPA Air Quality System (AQS) database.

Technical support services shall be provided, to be renewed on an annual basis, in which phone and remote support will be provided upon request to aid in troubleshooting any issues that may occur in the operation and maintenance of this system.

Annual preventative maintenance labor and parts shall be included for the systems, to be renewed on an annual basis. Preventative maintenance shall be performed for the gas chromatograph, thermal desorption unit, gas generators and any other included hardware per the manufacturer’s recommended service intervals.

2. Instructions to Bidders

The Department of Environmental Protection (DEP), Division of Air Quality Monitoring, is requesting price bids for the following items listed in the Invitation for Bid (IFB) item list section. The bidder must supply a price for all items. Award will be made based on the lowest grand total price.

3. Bid Award

Contract shall be awarded on a lump sum basis to the lowest responsive and responsible bidder meeting all the requirements contained in the GC Specifications. See Attachment A – Bid Award Cost Sheet for award of the bid. Bidders are required to complete and return the “Reciprocal Limitations Form” electronically attached to the IFB file. Reference see Title 62 Pa C.S. Section 107.

4. Payment Terms

Payment shall be made within approximately 30 business days upon satisfactory delivery of all items listed in the GC Specifications and upon receipt of the invoice by the Comptroller.
