Summary
As communities continue to work to build capacity to care for children with complex needs, Ohio has implemented a number of initiatives aimed at supporting children entering the children services system to ensure all children have an appropriate placement to meet their needs. It is critical that all solutions deliver near-term support while contributing to the progress of longer-term capacity-building initiatives. It is the intent of the State of Ohio that all children are placed in the most appropriate setting. While solutions have focused on the development of additional therapeutic placement settings such as Psychiatric Residential Treatment Facilities (PRTFs), Intermediate Care Facilities (ICFs), and Treatment Foster Care, increased support to agencies to build their workforce, and financial supportive services to providers, the daily cost of out of home placement has increased significantly. Public Children Services Agencies report substantial cost increases for youth with multi-system needs and/or high acuity needs. DCY has been working with stakeholders to determine potential methods to stabilize placement costs.
