The Town of Westminster, acting through its Health Department, invites qualified food-safety consultants to submit qualifications and price proposals to evaluate the Department's retail food inspection program against the FDA's nine Voluntary National Retail Food Regulatory Program Standards.

The selected consultant will review the Department's permitting requirements, inspection materials, staff training, documentation, inspection practices, compliance procedures, and enforcement activities. The consultant will assist the Department with completing a self-assessment of all nine FDA Retail Program Standards, identify gaps and recommended improvements, and provide related technical guidance. The consultant may also observe or audit inspections conducted by Department personnel.

Subject to available funding, the consultant may be asked to prepare a comprehensive Strategic Improvement Plan. The total contract amount, including any authorized optional services, shall not exceed $5,000.

Responses must include the consultant's qualifications, relevant experience, proposed methodology, work schedule, references, and a fixed-price fee proposal. Pricing should separately identify the cost of the nine-standard self-assessment and the optional Strategic Improvement Plan.

This informal procurement is being conducted using sound business practices pursuant to M.G.L. c. 30B. The Town will select the responsive and responsible consultant offering the best overall value based on qualifications, relevant experience, proposed approach, availability, references, and price.

The Town reserves the right to reject any or all responses, waive minor informalities, seek clarification or additional information, negotiate the final scope within the available funding, and cancel the solicitation if doing so is in the Town's best interest.
