Project Description: Harry Hines Boulevard from Southeast of Medical District Drive to Southeast of Inwood Road (CSJ 0918-47-278) . (This RFQ is step-one in a two-step RFQ/RFP process)
The Southwestern Medical District Urban Streetscape and Park Project is a collaborative and critical undertaking that will bring significant human and environmental health and safety benefits to this area. This project is one piece out of the several projects that will be upcoming and ongoing as the City of Dallas and key partners that include North Central Texas Council of Governments (NCTCOG), The County of Dallas (DALCO), Texas Trees Foundation (TTF), and Southwestern Medical District work towards moving vehicles efficiently and safely while also promoting walkability, integrating resiliency, improving ecosystem health, and spurring economic development in this area.
I. INTRODUCTION, PURPOSE, AND INTENT
The City of Dallas Department of Transportation and Public Works (TPW) (City) in collaboration with the TTF, is seeking Statements of Qualification (SOQs) from experienced civil engineering firms who can demonstrate they have the resources, experience, and qualifications to provide engineering services for the development of plans, specifications, and estimates in support of the Harry Hines Boulevard from Southeast of Medical District Drive to Southeast of Inwood Road Engineering Services (CSJ 0918-47-278) project.
These services may include, but are not limited to, preparing hydrologic and hydraulic design, traffic engineering, operations and signal design, streetlights, intersection improvements, pavement signs/markings right-of-way mapping, utility adjustment coordination, subsurface utility engineering, utility engineering, survey, geotechnical data collection, traffic control plan, railroad coordination, water and wastewater engineering design, schedule development and, if requested, provide construction phase support services during the implementation phase of the project, which includes the reconstruction of 6 to 6 lane roadway with intersection improvements, new and reconstructed sidewalks, new traffic and pedestrian signals and their retiming, street and pedestrian lighting, and landscaping (see map on page 16 of the RFQ document).
