Industry Day Announcement in support of Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Combat Integration & Identification Systems (CI&IDS) Division.

THIS NOTIFICATION IS BEING MADE TO PROVIDE PARTICIPANTS WITH THE MAXIMUM AMOUNT OF TIME FOR SCHEDULING AND MAKING TRAVEL ARRANGEMENTS.

THE DRAFT REQUEST FOR PROPOSAL, INCLUDING UCF SECTIONS A-M, IS ANTICIPATED TO BE PUBLISHED FY25 QTR4.

Program Background: NAWCAD WOLF located at St. Inigoes, MD is the organic Lead Systems Integrator (oLSI) operating under a product-based business model whereby WOLF civilians lead and manage the efforts of combined Government-Industry teams.

The NAWCAD WOLF CI&DS Division, operating under the oLSI® model, has requirements to provide Air, Ship, Shore, & Combat Integration Identification engineering and technical management in the areas of system integration, design and feasibility evaluation, component and system design, test bed design and development, in-service engineering, installation and checkout planning, and technical management of Identification Friend or Foe (IFF) systems aboard Naval Air platforms.

The Statement of Work (SOW) identifies the engineering support services that require integration capabilities into multiple systems and equipment. Applicable systems and equipment include, but are not limited to, the following:

AN/APX-111(V) Combined Interrogator Transponder (CIT)

AN/APX-118(V) Transponder Set

AN/APX-123(V) Transponder Set Fleet IFF

Mark XIIA Mode 5 IFF Secondary Surveillance Radar (SSR) Mode S AN/UPM-155 Radar Test Set (RTS)

AN/USM-708 Communications/Navigation RF Avionics Flightline Tester (CRAFT)

AN/USM-719 Ramp Test Set

TS-4530 Flight Line Test Set

IFF-45TS Mark XIIA/TACAN Bench Test Set

AN/USQ-131B Memory Loader-Verifier Set

Purpose: NAWCAD WOLF at St. Inigoes, MD will host an Industry Day for potential bidders. The intent of this Industry Day is to provide potential offerors insight into the Air, Ship, Shore, and Combat Integration Identification support effort. Attendance at the industry day is not a requirement and in no way affects any company from submitting a response for the forthcoming solicitation.

The Government anticipates this being the only Industry Day prior to RFP release.

The Air, Ship, Shore, and Combat Integration Identification Briefing is scheduled for May 1, 2025, 1230-1530 EST at:

Attendees: Each company or joint venture is limited to two (2) attendees.

Registration Instructions: Registration is required. Please complete and then email the attached registration form labeled, “Air, Ship, Shore, IFF_Registration Form” to the primary and secondary point of contacts listed in this announcement by April 18, 2025, at 1200 with a subject line that states “AIR IFF Industry Day.” A completed registration form should contain the name of the company, business size (under NAICS 541330), CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees (up to two (2) attendees only), one-on-one meeting request (if desired), and base access need.

Base Access: Base access is required for this event. If the attendee(s) do(es) not have base access, please indicate this in the respective field on the Air, Ship, Shore, IFF Registration Form, and then send to the primary and secondary point of contacts listed in this announcement also request the “Base Acess Form” (if you need one) in this email by April 18, 2025, at 1200. A WOLF civilian will contact the attendee(s) to assist. The Government will not accept any changes to attendees that require base access after April 18, 2025, at 1200.

Questions & Answers: Participants are offered a 10-minute one-on-one session with the Government. Please specify in the Air, Ship, Shore, IFF Registration Form if a meeting is preferred. Each company will be contacted with their designated time slot via e-mail.

Additional Instructions:

1. All attendees must be U.S. Citizens.

2. All attendees will be required to sign in to the Industry Day Briefing based on the registration e-mails received by April 18, 2025, at 1200.

3. If the Company represented is not included on the registration list and/or the attendees name is not included as listed via the registration form, blank registration forms will be provided. Space is limited, therefore same day registration is limited to a first-come first-served basis and may not be attended by anyone requiring same day base access. Companies and attendees who register on the day of the Industry Day Briefing can only have up to two (2) attendees (this is the total number of attendees allowed for each company or joint venture).

4. Space is limited; therefore, same day registration is limited to a first-come first-served basis and may not be attended by anyone requiring same day base access. Registration is recommended in the event that space fills up. If registration is at capacity, a notice will be posted to SAM.

5. All Questions and Answers posed during the briefing will be posted to Sam.gov after the Industry Day Briefing.
