Project Description: The Montgomery County Justice Center Project is a three phased project currently in phase two. This project includes the demolition of the existing structure, the construction of a new, modern county justice center, the renovation and modernization of the existing historic courthouse, and more than doubling the size of the surrounding outdoor areas while integrating accessible green space in downtown Norristown.
The Justice Center will be a 325,000-square-foot, six story new building connected to the existing historic courthouse housing new courtrooms, court-related offices, as well as a new cafeteria space. It is centrally located within the county campus, across the street from One Montgomery Plaza.
The cafeteria is a 4,210 square foot floor plan servicing a dining area with twenty four tables with ninety six chairs. The space also includes a prep space, janitor’s closet, and an office. Modifications to the space are prohibited except when prior approval is provided by Assets & Infrastructure. The kitchen includes the items depicted in the attached drawings including but not limited to warming trays, walk-in refrigerator, multiple public facing refrigerated cases for grab and go, three bay sink, hand washing sink, vending units, steamer, and microwave. These items are provided and owned by Montgomery County. Any replacement equipment purchased by the county will remain under county ownership. Except in the case of negligence, misuse or abuse by the vendor, the county will repair county owned equipment. See attached floor plans with furnished equipment for more information.
The café will be open to the public which includes Montgomery county employees, local Norristown businesses, and those utilizing county services. Currently there are 1400 county staff working out of the area. Please note that the county will not subsidize meals provided at the café. All employees/patrons will be responsible for paying the full cost for their meals. Preferred hours of operation for the café are Monday through Friday, 7:00 AM to 3:00 PM. The building may be closed for various reasons including inclement weather. Therefore, the vendor may be required to temporarily cease operations. Montgomery County will not be liable for any claim for business lost during a suspension of operations.
The county is requesting proposals from businesses and/or non-profits that are interested in occupying the cafeteria and have the capacity to operate, or have a plan to create capacity, to provide food service within the new Montgomery County Justice Center. Interested parties must submit a proposal for consideration.
