MORAD WELL FIELD OUT BUILDING
FOR THE CITY OF CASPER PUBLIC SERVICES DEPARTMENT
CITY ENGINEERING DIVISION
Date: April 29, 2026
Proposals are being requested from qualified engineering consultants to furnish design services for
the construction of a well field out building at the City of Casper Morad Well Field. The intent of
the building is to provide a storage area for pumps and also to provide a work space. The
construction of the Well Field Out Building will improve longevity and serviceability of the pumps.
Such proposals will be received by the City of Casper Public Services Department,
City Engineering Division, 200 North David, Casper, Wyoming, until 4:00 p.m., Local time,
May 27, 2026.
PROJECT DESCRIPTION
The City of Casper (“City”) would like to request proposals for structural design, construction
recommendations, and total project cost estimation for a pre-engineered metal building. This
building is for the City’s Water Treatment/Distribution Morad Well Field. This building is to
serve as both a storage space for pumps used in the well field and as a workshop. The pumps are
as long as 40 feet and weigh up to 2 tons. The building will have overhead doors on both ends so
that a truck and trailer carrying the pumps will be able to pull through the building. A crane or
hoist will be needed to unload the pumps and place them on storage racks. Attached for reference
is a conceptual floor plan layout with a proposed location for the building.
FUNDING
The funds for this project come from the Water Distribution Service, and $400,000.00 are
available for the Morad Well Field Out Building design, procurement, and construction.

SCOPE OF SERVICES
The Scope of Services shall, at a minimum, include the following:
A. Design
1. The Consultant shall prepare design documents for the Morad Well Field Out
Building (“Building”).
2. The Consultant shall provide recommendations for the specific location of the
Building within the general area indicated on the plans provided. The Consultant
shall procure subconsultant services of a geotechnical engineer to provide a
complete geotechnical analysis of the area required for the work that is to be
undertaken.
3. The Consultant shall conduct and organize a minimum of three (3) on-site
inspections and three (3) on-site meetings with the Owner to review the existing
design and cost estimate for the Project. The purpose of the meetings is to acquire
and review existing design information from the Owner and to acquire Owner
input on the design.
4. The Consultant shall perform the necessary design to determine the construction
methods and structural load capacity such that the building can support a 5-ton
crane or hoist.
5. The Consultant shall determine what type of crane or hoist is needed for the
Building and how it shall be installed.
6. The Consultant shall determine the necessary floor or foundation required for
structural support.
7. The Consultant shall prepare project cost estimates for construction. These
estimates shall include bidding and advertising costs, crane or hoist procurement
costs, construction costs, and any other anticipated costs for the completion of the
Morad Well Field Out Building Project.
8. Cost estimates, developed using industry standard data (RS Means or equivalent)
and professional judgement, shall be submitted to the City as Microsoft Excel
spreadsheets, both as a paper copy and electronically in a format that can be
printed, ready for reproduction if needed.
9. Since the buildings are to be constructed in a well field, it will be necessary to
have the plans go through the National Environmental Policy Act (“NEPA”)
Review Process. The City will submit the project to the NEPA Review Process
once design is at 30%.
B. Subconsultants
1. The Consultant shall be responsible for procuring any sub-consultant to complete
the work if necessary, including but not limited to electrical, mechanical, civil,
and geotechnical.

2. The Owner and the Consultant shall mutually approve, in writing, the use of any
subconsultants that the Consultant desires to use.
3. The Consultant shall be responsible for the administration, management,
procurement, and payment of services provided by the subconsultant(s).
C. Project Manual
1. The Consultant shall prepare Technical Specifications covering the required work
for the project.
2. The Consultant shall prepare Construction Drawings and Specifications in
accordance with the most current City of Casper Standard Specifications for
Public Works Construction and Infrastructure Improvements, Building and
Municipal codes, and all other requirements of local Authorities Having
Jurisdiction.
3. General Conditions and Supplemental Conditions of the Specifications shall be
based on current City of Casper approved documents.
4. The Consultant shall prepare a Project Manual to include the following:
a. Technical Specifications.
b. Bid Schedule to accompany the Owner’s Bid Form.
c. Edited “front end” documents of the Project Manual supplied by the City
Engineering Office. The documents supplied will consist of Advertisement for
Bids, Instruction to Bidders, Performance and Payment Bonds, Bid Bond and
Form, Agreement between Owner and Contractor, General Required
Conditions, and Supplementary Conditions. The Consultant shall include all
Gran-related bidding documents. The Consultant shall review these
documents, insert modifications where necessary, and return them for final
review. After the front-end documents are reviewed by the Owner, the
Consultant shall incorporate any changes into the Project Manual.
d. The Consultant shall affix their professional engineer’s stamp, date, and
signature to the front cover of the project manual in accordance with
Wyoming State Registration Statutes.
D. Final Bidding Documents
1. The Consultant shall provide the City Engineering Office a digital PDF set via
email of the Bidding Documents at the completion of the design. The Consultant
shall affix their registration stamp, date, and signature to the Bidding Documents
in accordance with Wyoming State Registration Statutes.
2. The Consultant shall submit to the City, at a minimum, final drawings consisting
of plan sheets showing all necessary details related to this project.
3. The Consultant shall provide the City Engineering Office a copy of final drawings
of the project in AUTOCAD and PDF format labeled “BIDDING DOCUMENTS,
PROJECT No. 25-055”.

E. Procurement
1. The Consultant shall advise the City and the Contractor with regards to the
procurement of the pre-engineered metal building in order to ensure that the
Building will meet all of the City’s requirements for both pump storage and
workshop space.
2. The Consultant shall advise the City and the Contractor with regards to the
procurement of the crane or hoist in order to ensure that this piece of equipment
can be installed and will meet all of the City’s requirements for loading,
unloading, and storage of the pumps.
F. Construction
1. General Administration of Construction Contract. The Consultant shall consult
with and advice the Owner and act as the Owner’s representative as provided in
Articles 1 through 17, inclusive, of the Standard General Conditions of the
Construction Contract, No. 1910-8 (1990 edition) of the Engineer’s Joint Contract
Documents Committee, as amended by the Supplementary Conditions. The extent
and limitations of the duties, responsibilities, and authority of the Consultant, as
assigned in said Standard General Conditions, as amended, shall not be modified,
except as the Consultant and the Owner may otherwise agree in writing. All of the
Owner’s instructions to the Contractor(s) will be issued through the Consultant who
will have authority to act on behalf of the Owner to the extent provided in said
Standard General Conditions, as amended, except as otherwise provided in writing.
The Consultant shall meet with the Owner throughout the construction phase as
deemed necessary by the Consultant or Owner, but not less than one (1) time per
week.
2. Pre-construction Conference. The Consultant shall organize and conduct a pre-
construction conference with the successful bidder, and shall invite representatives
of all affected utilities, the City staff, and the project team. The Consultant will
prepare minutes of this conference for future reference and shall supply a copy to
the Owner. At this conference, the Consultant will deliver up to three (3) copies of
the Contract Documents to the successful bidder.
3. Project Coordination. The Consultant shall be responsible for coordination with the
Department of Environmental Quality (DEQ) and other entities as required to
construct the improvements, as well as with all affected property owners within the
project areas. This shall include timely notification of construction activities as
necessary and the procurement of all necessary certifications from the appropriate
agency or agencies.
4. Visits to Site and Observation of Construction. In connection with observations of
the Work of Contractor(s) while it is in progress:

a. The Consultant shall make visits to the site at intervals appropriate to the
various stages of construction as Consultant deems necessary in order to
observe as an experienced and qualified design professional the progress
and quality of the various aspects of Contractor(s)' work. Consultant shall
provide the services of a Resident Project Representative (RPR) at the site
to assist Consultant and to provide observation of such Work. Based on
information obtained during such visits and on such observations,
Consultant shall endeavor to determine if such Work is proceeding in
accordance with the Contract Documents, and Consultant shall keep Owner
informed of the progress of the Work.
b. The RPR will be the Consultant's agent or employee and under Consultant's
supervision.
i. The purpose of the Consultant's visits to and representation
by the RPR at the site will be to enable the Consultant to
carry out the duties and responsibilities assigned to, and
undertaken, by the Consultant during the construction phase,
and, in addition, by exercise of the Consultant's efforts as an
experienced and qualified design professional, to provide the
Owner with a degree of confidence that the completed Work
of Contractor(s) will conform to the Contract Documents
and that the integrity of the design concept as reflected in the
Contract Documents has been implemented and preserved
by the Contractor(s). Subject to other terms of this agreement,
the Consultant shall not, during such visits or as a result of
such observations of the Contractor(s)' Work in progress,
supervise, direct, or have control over the Contractor(s)'
Work, nor shall the Consultant have authority over or
responsibility for the means, methods, techniques, sequences
or procedures of construction selected by Contractor(s), for
safety precautions and programs incident to the Work of
Contractor(s) or for any failure of Contractor(s) to comply
with Laws and Regulations applicable to Contractor(s)
furnishing and performing their Work.
ii. Accordingly, the Consultant can neither guarantee the
performance of the construction contracts by the
Contractor(s) nor assume responsibility for the
Contractor(s)' failure to furnish and perform their Work in
accordance with the Contract Documents. During such visits,
and based on his on-site observations, as an experienced and
qualified design professional, the Consultant shall keep the
