Description


The City of Atlanta, on behalf of the Atlanta Police Department (APD) Code Enforcement Section, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB), towards the procurement of qualified contractors to provide citywide clean and close services. These services include nuisance property cleanup, debris removal, securing unsafe structures, salvage reconciliation, and regulatory compliance documentation in accordance with City Code and applicable state law. Interested vendors must demonstrate a minimum of three (3) consecutive years of recent experience performing clean and close services (including debris removal, property securing, and nuisance abatement), provide five (5) professional references and three (3) years of financial statements, maintain sufficient staffing and fully owned equipment (no rentals), and comply with all applicable City of Atlanta codes, environmental regulations, permitting, and disposal documentation requirements while supporting as-needed, citywide service delivery. Scope of Services for:

Citywide Clean and Close Services

OBJECTIVES

The City of Atlanta (the "City"), Department of Procurement ("DOP") on behalf of the Atlanta Police Department's Code Enforcement Section ("The Department") is seeking qualified Contracts to handle all planning, administrative, permitting, salvaging, execution and removal requirements necessary to safely clean and close (secure) specified structure(s) in accordance with the City's boarding specifications with proper disposal. The Contractor must provide own equipment. The Contractor further agrees to furnish all supervision, labor, materials, machinery, and tools. The work to be completed must be performed on an as needed basis at various City locations. Proper disposal of all removed items (interior and exterior) is mandated. All projects must be carried out in an efficient and workmanlike manner.

BACKGROUND

The City is projected to clean and close over 200 structures over the next five (5) years.

The City of Atlanta Code of Ordinances; Part III - Code of Ordinances - Land Development Code; Appendix E -Atlanta Housing Code of 1987; Section 29 - Minimum Specifications to Abate Interior Requirements in Vacant Dwelling Units sets forth the standards for securing a residential structure from unlawful entry. These standards also apply for securing non-residential structures (i.e. commercial, industrial, institutional, etc.) subject to the Atlanta Commercial, Institutional, and Industrial Maintenance Code. Both the interior of the structure and the exterior of the property must be cleaned of all junk, trash, debris and disposed of in accordance with law. The premise must also be mowed so that any vegetation is maintained in accordance with applicable law.

In the event the Contractor secures a structure which subsequently becomes unsecure, the City will require the Contractor to re-secure at the Contractor's own expense if the City determines the cause of such event(s) is the negligence of the Contractor in securing the structure.

1.0 MINIMUM QUALIFICATIONS

All clean and close services outlined in the Scope of Services must be provided by the Contractors. The Contractors can utilize the services of a Sub-Contractor to haul the trash and debris from the clean and close site to an approved landfill.

The Contractors must be able to demonstrate and provide evidence within their proposal of a minimum of three (3) consecutive years of experience in the clean and close industry within the last five (5) years. In no circumstance will the Contractors subcontract demolition services.

The Contractors must be able to demonstrate and provide evidence within their proposal of at least three (3) consecutive years of experience in the salvage and/or subsequent sale of reusable materials from demolition or other construction activity within the last five (5) years.

The Contractors must provide 5 professional references in the clean (removal and hauling of trash and debris) and close (securing property openings) industry.

The Contractors must provide a minimum of three (3) consecutive years of a comprehensive operating budget of revenue and expenses and three (3) years of financial statements.

The Contractors must complete the Cost Proposal Schedule (Exhibit A.1) in its entirety.

The Contractors must provide an organization chart to include employee names, titles, and their responsibilities.

The Contractors must furnish all supervision, labor, materials, machinery and tools. No equipment must be leased or rented by the Contractors to carry out the work. The Contractors must provide maintenance records for all equipment listed for the last 3 years. The Contractors must provide a comprehensive list and describe ALL equipment currently owned by the company, utilizing the below referenced format (Appendix E):

Verification of ownership will be completed by a City official when assessing serial numbers of approved equipment.

2.0 SCOPE OF SERVICE

The scope of services included, but not limited to, the following major elements:

Clean and Close (secure) must not begin until:

The Notice to Proceed is issued.

If applicable, the proper permit(s) has been issued by the authorized agency.

The City's designee has been notified of the clean and close start date.

Clean and close (secure) includes the removal from the interior and exterior of the

structure all trash and debris including but not limited to: litter, rubbish, tires, overgrowth of grass, weeds, shrubs, kudzu and other miscellaneous site features. All trash and debris from each project site shall be disposed of legally in an approved landfill. The Contractor must provide the City with proof of dumping receipts. Contractor must also comply with EPA regulations, hauling and disposal regulations.

Erosion Control (if applicable):

Construction Access: Either by using driveways or the creation of a crush stone construction access, all access or egress must be limited to this area so that control is exercised in order to minimize or prevent the tracking of mud onto City streets by the Contractor's motorized equipment.

Sediment Barrier: The Contractor must provide such sediment barriers as necessary in order to intercept all water borne pollution before it escapes to City streets or the property of others.

Other Best Management Practices ("BMPs"): Due to unique features of particular properties, the designee of the Office of Code Compliance can require additional control features upon completion of items I and 2. Specific inspection and approval will be required upon completion of these items and before any off-street activity is allowed. The City or the Engineering Departments of applicable counties can be requested to provide inspection assistance.

Fill any excavation or other depressions to existing grade with clean soil containing no more than twenty-five percent (25%) stone or masonry and adequately slope and drain all filled areas. The soil and backfill cavities must be obtained from locations outside the project area, at the Contractor's expense.

The Contractor must stabilize all disturbed areas in accordance with the City of Atlanta's Soil Erosion and Sedimentation Control Ordinance.

Once permanent stabilization occurs, the Contractor must remove all BMPs.

Under no circumstances must burial and burning of waste materials which includes, but not limited to trash, litter and debris be allowed on the job site. The Contractor must keep the premises and public right-of-way reasonably clear at all times.

Under no circumstances will blasting be done on the premises.

Perishable materials must not become a part of any fill placed or left on the site.

Upon completion of the work, the Contractor must remove all temporary construction, dumpsters and trash and debris.

The Contractor must obtain all required permits to complete the project (if applicable).

The Contractor must be responsible for all fees, charges, and costs required to complete scope of services.

Prior to starting a project, the Contractor must meet with the City's designee to review the scope of services for each property site for the purpose of pricing each individual job in accordance with the Cost Proposal Schedule referenced in EXHIBIT A.1 based on unit prices and to verify the structure to be clean and closed (secured).

The Contractor agrees to incur all initial costs and obtain all required permits (if applicable). The Contractors will be reimbursed for permitting fees only as noted on the Cost Proposal Schedule (Exhibit A.1).

The Contractor must agree to submit permit and dumping receipts with all monthly invoices or the City will not be obligated to pay said Contractor. The Contractors must agree to incur all dumping fees. The City is not responsible for the reimbursement of dumping fees as noted on the Cost Proposal Schedule (Exhibit A.1).

The Contractor must only perform clean and close projects Monday through Friday

between the hours of 8:00 a.m. and 6:00 p.m. The Contractor may not perform clean and close projects on calendar holidays.

The Contractor must contact the City's designee for an inspection within 48 hours upon

completion of the project to confirm compliance. Once the project is approved by the designee, the Contractor must submit an invoice for payment based on the agreed price prior to clean and closing (include permitting receipts when applicable).

Safety: The Contractor must be solely responsible for adequate protection and safety for personnel, visitors, and property on the site at all times during the execution of this Contract.

Security:

The Contractor must be solely responsible for the security of the work area. The work area is to be restricted only to authorized, trained and protected personnel and/or visitors. These may include the Contractor employees, employee of subcontractors (if applicable), the City's authorized designee(s) and state and local inspectors.

The Contractor must notify the City's designee or other respective departments of any extraordinary event which occurs during each project assignment immediately.

Damages to Property: The Contractor agrees to replace and/or repair any damages to sidewalks, driveways, fences/walls and other property which may have resulted from conditions created by the Contractor, his employees or agent during the performance of work specified under this contract. The Contractor must respond to all complaints within FIVE (5) DAYS. All claims must be reported to the City's Law Department.

Liability: The Contractor must be held solely liable and accept full responsibility for any and all violations of any law or regulation governing the services to be rendered under this Contract.

Salvaging:

The Contractor will also be required to take reasonable efforts to salvage reusable materials as required by state law (OCGA 41-2-9). The demolition contractor will be required to sell such salvaged materials (without the necessity of public advertisement and bid). The proceeds of which must be credited against the cost of demolition.

The Contractor must be able to provide documentation of all reimbursements received from a certified disposal company. All deductions made on monthly invoices for salvageable materials must be clearly identified.
