1. INTRODUCTION
The City of Waycross, Georgia is soliciting sealed proposals from qualified contractors to provide demolition services for blighted residential and commercial properties within the City limits. The number of properties is unknown and will be assigned on an as-needed basis.
2. SCOPE OF SERVICES
Contractor shall provide all labor, equipment, materials, supervision, and disposal necessary to complete demolition services including but not limited to:
Site inspection and coordination of utility disconnections.
Obtaining required permits.
Asbestos inspection and regulated abatement (if required).
Complete demolition of structure and foundation unless otherwise directed.
Removal of driveways, slabs, footings, accessory structures as directed.
Hauling and lawful disposal of all debris.
Backfill with clean fill, compact, grade, and stabilize site.
Seed and straw disturbed areas.
Pre- and post-demolition photographs.
3. HAZARDOUS MATERIALS & ENVIRONMENTAL COMPLIANCE
Contractor shall comply with all applicable federal, state, and local regulations including EPA, Georgia EPD, and OSHA standards. All asbestos inspections and abatements shall be performed by properly licensed professionals. Disposal manifests shall be provided to the City.
4. INSURANCE REQUIREMENTS
The Contractor shall procure and maintain the following minimum insurance coverage:
Commercial General Liability: $1,000,000 per occurrence; $2,000,000 aggregate.
Automobile Liability: $1,000,000 combined single limit.
Workers' Compensation: Statutory limits (Georgia).
Employer's Liability: $1,000,000.
Umbrella/Excess Liability: $1,000,000.
The City of Waycross shall be named as Additional Insured. Contractor shall provide a Certificate of Insurance prior to Notice to Proceed. Policies shall contain a waiver of subrogation in favor of the City. Contractor agrees to indemnify and hold harmless the City of Waycross from any and all claims arising from performance of this contract.
5. PROPOSAL SUBMISSION REQUIREMENTS
Proposals shall include:
Company qualifications and experience.
List of at least three (3) similar municipal demolition projects.
Safety plan and OSHA record.
Equipment list.
Proposed unit pricing schedule.
Completed required affidavits.
6. PRICING FORMAT
Proposer shall provide unit pricing for the following categories:
Small Residential (<1,500 SF) - Lump Sum per structure
Medium Residential (1,500-3,000 SF) - Lump Sum per structure
Large Residential (>3,000 SF) - Lump Sum per structure
Commercial - Price per square foot
Slab/Foundation Removal - Price per square foot
Asbestos Abatement - Unit price or allowance
7. EVALUATION CRITERIA (100 POINTS)
Experience & Qualifications - 30 Points
Project Approach & Safety Plan - 20 Points
Past Performance & References - 20 Points
Cost Proposal - 30 Points
The City reserves the right to conduct interviews and negotiate final pricing prior to award.
8. CONTRACT TERM
The initial contract term shall be one (1) year beginning July 1, 2026, with the option to renew annually for up to four (4) additional years upon mutual agreement.
