Description:
This is a Notice of Intent and not a request for quotation. No solicitation will be issued, and no quotations will be accepted.
The National Institutes of Health (NIH), Office of Purchasing and Contracts, on behalf of the Department of Perioperative Medicine, intends to award a sole source contract to:

The purpose of this acquisition is to replace the entire fleet of surgical tables, many of which have exceeded their expected service life—some over 18 years old—and now require frequent and costly repairs. This degradation poses increasing risks to patient safety and clinical operations.
Specifically, the department requires surgical tables that are compatible with the da Vinci XI Surgical Robot. These specialized tables allow the robot to remain docked with instruments in place while the table is repositioned during surgery—critical functionality not available in other surgical tables currently on the market.
The NIH Clinical Center, the nation’s largest hospital devoted exclusively to clinical research, relies on the Department of Perioperative Medicine (DPM) for support across a wide range of surgical specialties, including but not limited to: Neurosurgery, Orthopedics, Urology, ENT, Thoracic, General Surgery, Plastic Surgery, Endocrine, and Interoperative MRI procedures. The DPM comprises 11 Operating Rooms, a 15-bed PACU, and Pre-Op units serving both inpatients and outpatients.
The surgical table upgrade is essential to maintaining continuity of operations, supporting cutting-edge surgical research, and ensuring patient safety.

Sole Source Justification:
Hill-Rom is the only known vendor offering surgical tables that are fully compatible with the da Vinci XI Robot, currently used throughout the department. Surgeons have specifically requested these compatible tables to ensure integrated functionality and procedural safety. The absence of these specialized tables would negatively impact patient care.
This procurement is being conducted in accordance with FAR Subpart 13.106-1(b)(1) – Simplified Acquisition Procedures, which permits sole source acquisitions when only one source is reasonably available due to unique requirements.
Submission Instructions:
Interested vendors who believe they can provide compatible surgical tables may submit a capability statement for consideration. The Government will review any submissions to determine whether to proceed with a competitive acquisition. The decision to compete this requirement remains solely at the Government’s discretion.
