PRE-SOLICITATION INFORMATIONAL MEETING
INTERCEPTOR 1-MS-100 CONDITION ASSESSMENT - 26P276
The Metropolitan Council is conducting a pre-bid informational meeting in advance of the formal
solicitation and invites interested contractors and specialty subcontractors to participate. The meeting
will provide an early overview of the project, anticipated scope and contracting approach, unique site
and access conditions, and specialized investigation activities. Participants will have an opportunity to
ask questions, better understand the anticipated work, and identify information that would be helpful in
preparing for the future solicitation. Contractors interested in potentially bidding as a prime contractor or
participating as a specialty subcontractor are encouraged to attend.
The Metropolitan Council intends to solicit sealed bids for construction of the 1-MS-100 Interceptor
Condition Assessment project located in Saint Paul, Minnesota. 1-MS-100 is a deep tunnel interceptor
sewer collecting flows from parts of Saint Paul, Minneapolis, and more than 40 communities upstream of
Minneapolis. The Invitation for Bids is anticipated to be issued in the first quarter of 2027.
Previous inspections and evaluations have identified segments of 1-MS-100 experiencing concrete
corrosion, large-scale infiltration, possible exposed reinforcing steel, and void space above the concrete
interceptor.
The project includes condition assessment activities for 1-MS-100, including groundwater and subdrain
monitoring, closed-circuit television (CCTV)/multi-sensor inspection (MSI), geophysical assessment to
characterize potential void extents, georeferencing that includes tying a 3-D scan of the interceptor to
surveyed control points, and flow monitoring.
The pre-bid informational meeting will be held at Met Council's Regional Maintenance Facility located at
3565 Kennebec Drive, Eagan, MN 55122 and electronically via Microsoft TEAMS on October 20, 2026, at
2:00 PM. Interested contractors are encouraged to attend. For questions regarding this meeting, please
contact Kimberley Ruedy at Kimberley.ruedy@metc.state.mn.us.
