Design Services for IL-92 & I-280 Gateway Improvements
Introduction & Project Background
The City of Rock Island is hereby requesting proposals from qualified consultants to
provide professional services for coordination, feasibility analysis, design development,
and permitting of gateway improvements within State right-of-way just southwest of the
IL-92 & I-280 interchange (see attached map).
This area serves as a primary gateway into the southwest part of Rock Island including
access to major economic drivers such as Bally’s Casino and surrounding commercial
development areas. The City desires to explore gateway improvements that include
welcome signage, lighting, landscaping, and other aesthetic improvements consistent
with Illinois Department of Transportation (IDOT) standards.
Since the project area lies within State right-of-way, improvements must comply with
IDOT requirements and permitting procedures. The City is seeking a consultant to serve
as its technical representative in working with IDOT to determine what improvements
are feasible and capable of receiving IDOT approval before advancing to conceptual or
detailed design. The City’s intent is to prioritize early coordination with IDOT to avoid
expending funds on concepts that are unlikely to receive State approval.
Scope of Services
The City has identified several tasks that should be included in the scope of work to
complete the gateway improvement project. These include, but are not limited to, the
following:
Task 1: Existing Conditions & Regulatory Review
a. The Consultant shall confirm all right-of-way boundaries and identify
existing utilities and other infrastructure easements that may affect the
project.
b. The Consultant shall review all applicable IDOT standards and policies.
c. The Consultant shall report to the City any known constraints that may
limit improvements.
Deliverable: Report on existing Conditions & regulatory constraints.
Task 2: IDOT Coordination & Feasibility Determination
a. The Consultant shall initiate coordination with IDOT and present potential
improvements for discussion.
b. The Consultant shall confirm IDOT’s position regarding signage, lighting,
landscaping, and other aesthetic improvements.
c. The Consultant shall identify what improvements may be feasible along
with the applicable permits needed and estimated review timelines.
Deliverable: Report on feasibility determination that summarizes IDOT
coordination, acceptable improvements, applicable permits, and anticipated
review timelines.
Task 3: Concept Development (if authorized by the City)
a. The Consultant shall develop alternatives based on improvements
deemed feasible by IDOT along with preliminary cost estimates.
b. The consultant shall present concepts to the City for review and direction.
Deliverable: Concept plans and cost estimates.
Task 4: Permitting & IDOT Approval (if authorized by the City)
a. Based on the selected design, the consultant shall prepare and submit
required IDOT permit applications, including responding to review
comments and revising plans as necessary.
b. The consultant shall act as the City’s technical representative throughout
the permitting process.
Deliverable: Permit-ready submittal package and approval documentation.
Task 5: Final Design & Bid Documents (if authorized by the City)
a. The consultant shall prepare construction drawings and technical
specifications to be included in construction bid documents.
Deliverable: Bid-ready construction documents and technical specifications.
Please note that these are the general services required. The consultant is given
latitude toward its approach of the scope outlined above. The consultant may
reorder tasks and/or suggest alternative approaches.
Contents of Proposal
• Proposed project budget (including line item costs). The budget may include
different price alternatives. Fees shall be clearly itemized by Tasks.
• Proposed timeline
• Qualifications statement
• Experience of firm with similar project experience
• Bidders approach to addressing the Scope of Services
• Standard contract for services (not yet executed)
Consultant Qualifications
Provide a biography describing the consultancy’s members’ individual qualifications and
history, years in business, location(s), legal structure, ownership, organizational
structure, and key staff that would be committed to this project.
Prior Experience
Provide examples of the consultant’s previous experience with comparable projects.
Examples of projects should be from the last five (5) years and include descriptive
information such as the character of these projects, the scope of the consultant’s
involvement, methodology, and locations of the projects.
References
Provide a list of at least three (3) references who have worked with the consultant in the
past five (5) years who have relevant knowledge concerning the consultant’s ability to
complete such a project. Names, affiliations, addresses, current telephone numbers,
and email addresses of all references must be provided. References from municipalities
are encouraged.
SUBMISSION OF PROPOSALS
Submissions must be received no later than April 1, 2026 at 4:00 PM. Proposals may be
delivered in person or sent via mail with a tracking service. All submissions must be in
sealed envelopes that include the following information on the outside cover.

AWARDING CONTRACTS
The City shall not accept any proposals after the submission deadline. Proposals shall
be reviewed for pricing, experience, previous work history, references, approach to
addressing the scope of services, State Licenses, State Registration, insurances,
bonds, subcontractors, equipment owned, equipment rented, operator experience, and
financial stability. The City at its sole discretion shall decide after a review which
consultant, if any, is responsive to the RFP. All bidding and award procedures
undertaken by the City regarding this project shall be consistent with the City’s adopted
procurement procedures. Incomplete proposals shall not be accepted. Consultants who
do not meet the professional qualifications standards shall not be considered. The
lowest bid shall not automatically guarantee that the consultant will be awarded the
contract. A submitted price for services shall remain valid for 90 days after submission
deadline.
BIDDER RESPONSIBILITY
Bidders shall keep the bidding process confidential. Each bidder shall be fully
acquainted with conditions relating to the scope of services, any current government
regulations pertaining to the work, and restrictions associated with acceptable execution
of requested work. Failure or omission of the bidder to acquaint themselves with
conditions shall in no way relieve them of any obligation with respect to their bid or
subsequent contract.
FEDERAL, STATE, AND LOCAL REPORTING COMPLIANCE
The bidder shall provide financial and programmatic information as required by the City
of Rock Island to comply with all Federal, State, and local law reporting requirements.
The bidder shall also adhere to all applicable Federal, State, and local regulations.
PROJECTED SELECTION PROCESS SCHEDULE
After the deadline to receive bids has passed, City staff shall review qualifications and
select a consultant to recommend to the City Council. Once the Council awards the bid,
City staff shall contact said consultant with an executed contract.
April 1, 2026 Deadline to receive proposals.
April 13, 2026 City Council awards contract.
