SPECIAL NOTE TO PROPOSERS
Be sure your name, address, telephone number, email address and fax number has
been recorded with the School System so you will receive copies of any
amendments or additions to these Proposal Specifications.
In addition, all requests for additional information must be made in writing and
emailed to David Van Hook at david.vanhook@bartow.k12.ga.us. In order to allow
all vendors to use the same information, requests for information will not be honored
after April 16, 2026, by 3:00 p.m.
INTRODUCTION
The Bartow County School System is issuing this Request for Quote (RFP) Cass Middle
School Drop Off Lane Repaving to secure needed field repair services from a qualified
and licensed contractor.
Bartow County School System reserves the right to award this contract to a single or
multiple contractors, based on the needs of Bartow County School System.
A PRE-PROPOSAL MEETING WILL BE HELD AT: 1:00 PM April 16, 2026, AT THE
Bartow County School System Construction and Maintenance Department

SCOPE AND STYLE OF SERVICES TO BE PERFORMED:
The Bartow County School System requires contractor support to provide the following
repairs: Remove, dispose of and replace the Drop Off Lane at Cass Middle School.
Description of Work Required
Remove approximately 12,500 square feet of paving, repair pot holes and replace with a
minimum of 6" of 4,000 PSI concrete. The area of work will be confined with in the drop
off lane from the Fire Tower Road entrance to the stop sign at the end of the drop off lane
and will include all three lanes of the drop off area. All roadway markers will be reinstalled
on the new paving, to include arrows, lane lines and stop bars which are currently in place.
This work may begin May 26, 2026 and must be completed no later than July 26, 2026.
Contractor Personnel
The key personnel below are the minimum personnel who shall be designated as "key".
Key personnel that are proposed to begin working on the contract award, must be
assigned for the full period of performance and may be replaced or removed subject to
approval from Bartow County School System.
Licensing
Licensing requirements of the State of Georgia and/or other authorities, as they apply to
the private sector, shall also apply to all personnel engaged in contract activities on
Bartow County School System property. All contract personnel employed in this trade
shall be fully licensed prior to engaging in any contract activities specified herein. The
license must be of a grade, or other level, consistent with the requirement of work being
performed and/or established by the State and/or other authority.
Work Site
The Contractor shall at all times keep the work area as clean as possible and free from
accumulation of waste materials and rubbish. At the completion of the work (or work day
for multi day tasks), the Contractor shall remove all rubbish, tools, equipment, and surplus
materials, and shall leave the work area completely clean. No area will be left unsafe by
the Contractor at the end of the working day. The Contractor shall continuously maintain
adequate protection for all of his items from damage and shall protect the owner's property
from damage, injury or loss arising in connection with this contract. Care shall be taken
by the Contractor to protect all Bartow County School System property and equipment
Facility Security
When performing service in Bartow County School System facilities the Contractor's
personnel must be initially escorted to worksite by a Bartow County School System Staff
Member. Bartow County School System's operational POC is responsible for collecting
all property (if applicable) upon the departure of an individual from assignment to this
contract.
Bartow County School System -issued property includes, but is not limited to: Building
Passes, Identification Badges, Credentials, Files (paper or electronic media), and Office
Equipment, Supplies and Accessories.
Personnel performing in Bartow County School System buildings shall possess and
display visible identification credentials upon entry and throughout the work day.
Quality Standards
The Contractor shall ensure that the required services specified in this contract, meet the
quality standards outlined therein. All work performed under this contract shall be
consistent with best industry practices, to assure adequate protection of Bartow County
School System assets. Bartow County School System will conduct inspections on
maintenance and repair work performed on equipment and systems to ensure the work
is in compliance with the contract.
Contractor Conduct
The Contractor's employees shall comply with all Bartow County School System
regulations, policies, and procedures. The Contractor shall ensure that their employees
present professional work attire at all times. Any authorized representative of Bartow
County School System may, at his/her sole discretion, remove any vendor employee from
Bartow County School System facilities for misconduct or safety reasons. Such rule does
not relieve the vendor of their responsibility to provide sufficient and timely service. Bartow
County School System will provide the vendor with immediate written rationale notice for
removal of employee through the Purchasing Department.
Replacement Parts and Materials
All parts installed and/or materials used are to be exact duplicate, or an approved
substitute of original used and/or specified by the manufacturer of the equipment, and in
every case, guaranteed as per manufacturer's specification.
Bartow County School System reserves the right to provide parts and materials and
request the contractor to install owner provided parts and materials under the condition
that the contractor only warrants labor when installing owner provided parts and materials.
Inspection and Acceptance
The Contractor shall maintain an adequate inspection system and perform such
inspections as will ensure that the work performed under the contract conforms to task
order requirements. The Contractor shall maintain complete inspection records and make
them available to Bartow County School System and its local representatives. All work is
subject to inspection at all places and at all reasonable times before acceptance to ensure
strict compliance with the terms of the contract and task order requirements.
Inspections of work are for the sole benefit of Bartow County School System and do not:
(1) Relieve the Contractor of responsibility for providing adequate quality control measures;
(2) Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
(3) Constitute or imply acceptance; or
(4) Affect the continuing rights of Bartow County School System after acceptance of the
completed work
Bartow County School System shall perform all inspections of work in a manner that will
not unnecessarily delay the work. The Contractor shall, without charge, replace or correct
work found by Bartow County School System not to conform to contract or task order
requirements, unless in the best interest Bartow County School System consents to
accept the work with an appropriate adjustment in task order price. The Contractor shall
promptly segregate and remove rejected material from the premises.
If the Contractor does not promptly correct rejected work, Bartow County School System may:
(1) By contract or otherwise, replace or correct the work and charge the cost
to the Contractor; or
(2) Terminate for default the Contractor's right to proceed.
Unless otherwise specified in the contract, Bartow County School System shall accept,
as promptly as practicable after completion and inspection, all work required by the
contract or that portion of the work the Contracting Officer determines can be accepted
separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross
mistakes amounting to fraud, or Bartow County School System's rights under any
warranty or guarantee.
Warranty
The Contractor shall furnish a warranty, in writing, that all work is to be free from defects
of materials or workmanship for a period of one (1) year after acceptance of the work by
Bartow County School System. Any defects developing within said period due to reasons
stated shall be made good without any expense to Bartow County School System.
Holidays
If the awarded Contractor for their convenience desires to perform work during other than normal
working hours or on other than normal work days, the Contractor shall reimburse Bartow County School
System for any additional expense occasioned Bartow County School System, thereby, such as, but not
limited to, overtime pay for Bartow County School System employees, utilities service, etc.
UNLESS otherwise specified in these provisions, services will be performed during normal work hours.
When required services occur on holidays, work will be performed on either the previous or following
work day, unless specified otherwise.
MINIMUM QUALIFICATIONS TO BID
Each bidder should provide evidence of a current, valid Georgia Business License
with each bid submittal. A photocopy of your business license shall be acceptable.
Bidders shall also submit the completed "Georgia Security and
Immigration Compliance Act OCGA 13-10-90" document upon award.
Each bidder shall provide evidence of a current liability policy, with sufficient
coverage terms, as further specified herein.
Each bidder shall provide evidence of a current Georgia State Contractor's License.
