Questions and Concerns received from Leads Online on April 23, 2026.

The item 1.1 specifications cover a wide and comprehensive range of ballistic identification capabilities,
including laboratory acquisition, automated correlation, examiner analysis, field-deployable triage,
mobile acquisition, and certified calibration. Across the ballistic identification industry, capabilities of this
range are typically delivered through complementary platforms purpose-built for different stages of the
workflow, rather than through a single stand-alone unit. Given this, please clarify how the General
Services Agency and Guam Police Department intent to evaluate bids that do no literally satisfy every item
1.1 specification as written, but deliver the full set of required capabilities through a combination of
platforms - with reference to the Paul Coverdell Grant's purposes of improving forensic science quality
and timeliness and reducing analytical backlogs. Clarification on this point will help us make sure we
understand the Guam Police Department's priorities and propose the right direction.

Response: The specifications under Item 1.1 reflect the minimum requirements established by the
Guam Police Department. If a bidder proposes a combination of platforms, the bidder must clearly
demonstrate that the proposed configuration fully satisfies all required functions and minimum
requirements identified in the IFB. Failure to meet the minimum requirements may result in the bid
being determined non-responsive. As this solicitation is being conducted as an Invitation for Bid (IFB),
award will be made to the lowest responsive and responsible bidder whose bid is determined to be
fully compliant with the solicitation requirements.

The solicitation does not appear to describe a process by which bidders may submit proposed revisions
to the General Terms and Conditions. To ensure a complete and responsive bid, please clarify the process
by which bidders may submit proposed modifications to the General Terms and Conditions.

Response: The General Terms and Conditions and Sealed Bid Instructions are standard solicitation
requirements governed by the Guam Procurement Law - Chapter 5 of the Guam Code Annotated (GCA),
and all applicable Guam Administrative Rules and Regulations (GARR). These terms are not subject to
modification by bidders.

Questions and Concerns received from JMI Healthcare Systems, Inc. on April 23, 2026.

1. We kindly request an extension of the deadline for submission of questions and concerns to allow
sufficient time to consolidate inputs from our sources, should additional inquiries or clarifications be
needed.

Response: See Amendment #1.

2. To provide our supplies adequate time to furnish the necessary details, we request an extension of the
bid submission deadline by two (2) weeks from the original due date.
Response: See Amendment #1.

3. We respectfully request an extension of the required delivery period from ninety (90) days to one hundred
twenty (120) days due to current supplier lead times and international shipping schedules, which may
affect timely delivery.

Response: Due to the funding obligation end-date, the required delivery will remain the same.

Please Note: Follow-up/Clarification to the Questions and Concerns responses dated 4/27/2026 must be
submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5:00 PM, Friday, May
1, 2026.
