Crisis Response Education, Safety, and Training (CREST)

The City of Hialeah seeks to utilize the services of Blue Line Duet, LLC D/B/A Mindset Solutions as a sole source vendor for a two-year term for the Crisis Response: Education, Safety, and Training (CREST) course. The CREST course is a specialized mental health and crisis response training program developed specifically for first responders, including law enforcement, fire rescue, and emergency medical personnel. The proprietary curriculum is created and delivered by licensed mental health clinicians and certified law enforcement trainers with extensive field experience. The course uniquely integrates tactical training for field response, clinically informed strategies rooted in trauma-informed care and cultural competency, scenario-based learning, and officer wellness and peer support. Mindset Solutions is the sole entity authorized to deliver the CREST curriculum in its entirety, certify first responders upon successful completion, and provide ongoing consultation and support. This exclusivity, along with the proprietary nature of the content and delivery model, ensures that no other provider can replicate or deliver the same level of integrated training and support services for the duration of the two-year term.
