Illegal Dumping & Debris Removal Services RFQ

Objec�ve
The City of Covington, Georgia, is seeking qualified contractors to be added to a list that may bid
for illegal dumping cleanup and debris removal jobs as they become available. Placement on the
qualified list does not guarantee work or a minimum number of assignments.
Background
The City rou�nely encounters illegal dumping of waste materials on public rights-of-way, vacant
lots, parks, drainage areas, and other City-owned or controlled proper�es. The City seeks
contractors capable of prompt, compliant, and professional cleanup services.
General Scope of Work
This Scope of Work includes the following general components concerning Illegal Dumping &
Debris Removal Services:
1. Removal, loading, hauling, and lawful disposal of illegally dumped materials including, but
not limited to, household trash, furniture, �res, yard debris, and construc�on and
demoli�on debris.
2. Cleanup of public rights-of-way, vacant lots, parks, drainage easements, and other City-
owned or City-controlled proper�es.
3. Disposal of all waste materials at Georgia-licensed disposal facili�es in compliance with
all applicable federal, state, and local laws and regula�ons.
4. Leaving all cleanup sites clean, safe, and free of debris upon comple�on of work.
5. Priority or hazardous cleanups may require expedited response �mes as directed by the
City.
Response Time
Rou�ne cleanup requests must be completed within five (5) business days. Priority or
hazardous cleanups may
require response within twenty-four (24) to forty-eight (48) hours as directed by the City.
Minimum Qualifica�ons
Respondents must possess a valid Georgia business license, applicable hauling permits, a
minimum of two (2) years of relevant experience, adequate equipment, and compliance
with all applicable laws.
Insurance Requirements:
Contractor shall maintain the following minimum insurance, (a) comprehensive general
liability, including blanket contractual, covering bodily injuries with limits of no less than
$1,000,000 per occurrence; and (b) commercial automobile liability, including blanket
contractual, covering bodily injuries with limits of no less than $1,000,000 per
occurrence, and property damage with no limits of no less than $1,000,000 per accident,
(c) statutory worker’s compensation insurance, including $1,000,000 employer’s liability
insurance
All insurance policies must provide that the City of Covington will be no�fied within 30 days of
any changes, restric�ons, and cancella�ons.
Submission Requirements & Deadlines
Responses must include company informa�on, statement of qualifica�ons,
equipment list, key personnel, three
references (preferably municipal), proof of insurance, E-Verify affidavit, and
a non-collusion affidavit.
The following informa�on must be submited in the proposal package:
• two color copies of the proposal
• 1 USB drive of the proposal
SOQ shall be submited in a sealed envelope with RFQ #2026-03 Illegal Dumping
& Debris Removal Services RFQ writen on the outside. Statement of
Qualifica�ons (SOQ) must be submited no later than 10:00 AM on Tuesday
March 3, 2026.

Statement of Qualifica�ons received a�er this �me and date will not be
considered. The contractor’s sole responsibility is to ensure that their SOQ
reaches the Purchasing Department. The City of Covington assumes no
responsibility for delays caused by any delivery service. Postmarking by the due
date will not subs�tute for the actual proposal receipt by the City of Covington.

Evalua�on
Qualifica�ons will be evaluated based on experience, equipment capacity, response capability,
references, and compliance with RFQ requirements.
Qualified contractors may be placed on pre-approved vendor list. Job-specific pricing will be
requested per clean up. The City reserves the right to select vendors in its best interest.
General Terms
The City reserves the right to reject any or all responses, waive informali�es, and is not
obligated to award a contract. All costs incurred in responding are the responsibility of
the respondent.
