The US Army Corps of Engineers (USACE) - Rock Island District intends to issue a two-phased solicitation for establishing a design-build construction Indefinite-Quantity Multiple-Award Task Order Contract (IDIQ MATOC) with a total shared capacity not to exceed $99M (million) to provide the design and construction of floodproofing for up to 371 individual structures as part of the Southwest Coastal Louisiana Nonstructural Storm Risk Management Project (SWCLA). Please note that the acquisition strategy has not changed since the related notice was issued.
This source selection will be carried out in accordance with FAR 36.301“Use of two-phase design-build selection procedures”, which can be found at www.acquisition.gov, and Engineering Regulation ER 1180-1-9 “Design-Build Contracting” which can be found at https://www.publications.usace.army.mil/USACE-Publications/Engineer-Regulations/udt_43546_param_orderby/Pub_x0020_Number/udt_43546_param_direction/descending/
USACE anticipates issuing Phase I in fall of 2025 but there is no set date at this time. This notice is related to the draft-RFP notice W912EK25RA001 that was issued in April 2025. While the scope of this planned MATOC is smaller, it is possible that USACE may issue a solicitation for a second larger MATOC should there be a bona fide need for it in the future.
If USACE determines that an Industry Day is feasible within the solicitation schedule either this notice will be updated, or a related notice will be issued.
