Project Description: New Cumberland Borough comprises 1.7 square miles and is bordered by the Susquehanna River along the eastern edge of Cumberland County. As of the 2020 census, the population is 7,507. The Borough maintains approximately 25 miles of roads. We are a place of parks and playgrounds, diverse neighborhoods, and a walkable downtown. We are rediscovering access to our river and creek, and curating an artistic place for the visual and performing arts. New Cumberland Borough is governed by a seven-member Council. Elected at-large, the Mayor has responsibility for the administration of the police department. The Borough
operates under the Council-Manager form of government. This system combines the political leadership and representation of elected officials with the administrative and professional experience of an appointed manager. It is the manager’s responsibility to implement and oversee the policies and programs set forth by Council on a day-to-day basis.
The purpose of this Request for Proposal (RFP) is to obtain proposals from qualified engineering firms or individuals licensed to practice in the Commonwealth. The respondent should have substantial experience in the areas of practice specified in the scope of services. Respondents must be able to provide all the requested services.
Several current priorities include traffic calming efforts, MS4, implementation of several plans related to parks and recreation, active transportation, downtown redevelopment, and revitalization. The borough is also looking for a partner to actively pursue grant funding to support desired projects and initiatives.
Attendance at meetings of Borough Council may be required periodically and are held the Second Wednesday of each month at 7 pm.
