Project Description: General Notice
Dauphin County Commissioners (Owner) is requesting Bids for the construction of the following Project:
2025 Wildwood Trail and Stream Improvements
Bids for the construction of the Project will be received online, until Tuesday, March 17, 2026 at 2:00 PM local time. At that time the Bids received will be publicly opened and read aloud in the Commissioner’s Hearing Room, 4th Floor, Administration Building, 2 South Second Street, Harrisburg, Pennsylvania.
The Project includes the following Work:
Site 1: Approximately 600 linear feet of streambank stabilization along Paxton Creek in Wildwood Park consisting of riprap, live stakes, and modified mud sills. Work also includes channel grading and gravel bar removal.
Site 2: Repaving approximately 900 linear feet of paved asphalt multi-use trail in Wildwood Park. Work includes replacement of raised boardwalk with raised trail section in addition to pipe installation and regrading a portion of trail to meet ADA slopes.

Bidding Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
There will be no pre-bid conference for this project.
Instructions to Bidders.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
For all further requirements regarding bid submittal, qualifications, procedures, security protocols, and contract award, refer to the Instructions to Bidders and Project Summary that are included in the Bidding Documents.
Statutory Requirements.
This project is funded in part by a grant from the Department of Conservation and National Resources (DCNR), as well as the Pennsylvania Department of Environmental Protection Growing Greener Grant.
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost for this Project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
Dauphin County Commissioners reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Dauphin County Commissioners, and to reject any or all proposals.
