INVITATION FOR BID Southeast Missouri State University will be receiving Sealed Bids for the following work involved in the Law Enforcement Academy Renovation, SB11175 at the Facilities Management Service Center, 610 Washington Avenue, Cape Girardeau, MO 63701, 2nd Floor Conference Room until 2:30 p.m. on Thursday, April 10, 2025, and then publicly opened and read aloud. Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration ("OSHA") or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. All employees who have not previously completed the program must complete the program within sixty (60) days before the date work on the Project commences. Onsite employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation before being subject to removal from the Project. Bidders are informed that Project is subject to Federal applicable laws and requirements listed in the Section 000100 - Instructions to Bidders, Article 19 - Federal Contract Provision. The additional requirements included but not limited to Davis Bacon Act, Equal Employment Opportunity, Contract Work Hours and Safety Standards Act, Clean Air Act, Debarment and Suspension, and Byrd Anti-Lobby Amendment. Davis Bacon wage rates will apply on this project. All Bidders please refer to this section and be aware of all listed and referenced Federal requirements applicable on Project. A certified or cashier's check or bid bond executed by Bidder and approved Surety Company, in the amount of five percent (5%) of the bid shall be submitted with each proposal. A Recommended pre-bid meeting will be held at 10:00 a.m. on Tuesday, April 1, 2025, at the office listed above. An electronic copy of all project drawings and specifications will be issued free of charge to contractors who request the link by calling (573) 986-6728.
