2026 Asphalt and Concrete Maintenance & Improvements - Lawrence, KS

Intent.

The objective of this Invitation for Bid for Unified School District #497, Lawrence Public Schools, Douglas County, Kansas (“LPS”) is to solicit bids for 2026 Asphalt and Concrete Maintenance & Improvements as defined within the Project Manual and Drawings. The intent of LPS is to enter into a contract with the successful bidder.

Under this solicitation, LPS will consider bids based upon what constitutes the lowest and best responsive bid.

Any contract, if issued, will be subject to annual appropriation of funds by LPS in accordance with its normal funding practices that will include but is not limited to budget allocations and limitations. In the event that funds are not available in full or in part for a contract issued in connection with this service, this contract will be subject to modification or cancellation depending upon the extent of available funds. If a bidder’s contract is cancelled, or funding is no longer available for work that has already been done per the terms of the contract, the Contractor will be compensated to the greatest extent possible. LPS may cancel the contract in its entirety without penalty if funding is not available.

Pre-bid Meeting: February 26, 2026 at 10:00 AM CDT

IFB Questions Due: March 3, 2026 by 12:00 Noon CDT

Answers/Addendum Due: March 5, 2026

Bid Due: March 11, 2026 by 2:00 PM CDT

Pre-Bid Meeting. There will be a pre-bid meeting as listed at the Facilities & Operations Building, 711 East 23rd Street, Building A, Lawrence, KS 66046. All persons attending the pre-bid meeting must present picture ID at the Security Desk.

The bids will be publicly opened at the date and time listed at the Facilities & Operations building located at 711 East 23rd Street, Building A, Lawrence, KS 66046. All persons attending the bid opening at the Facilities and Operations building must present picture ID at the Security Desk.

This schedule is tentative and is subject to change for reasons including but not limited to changes in deadlines by LPS.

Submissions of Bid. Bids must be submitted to the Facilities & Operations Office as indicated on the Request for Proposal (RFP) Bid Form.

Please submit one (1) hard copy of your bid, along with one (1) flash drive containing your complete response in PDF format, enclosed with the hard copy. Alternatively, you may submit an electronic PDF version to bidslawrenceusd497@usd497.org , ensuring compliance with all RFP requirements. All submissions should include the required tabs.

Bids must be received to the Facilities & Operations address: 711 E. 23rd St, Building A, Lawrence, KS 66046. Please allow up to thirty (30) minutes to check in at the front desk before submitting your bid, and ensure it is time-stamped prior to the closing date and time.

Late bids will not be considered and will be returned unopened. Be sure to clearly mark your bid with the IFB number and title.

The Board of Education reserves the right to reject any or all proposals and to waive any informalities or irregularities in any proposal.

The subject of the e-mail shall be “QUESTION IFB FY-26-0019.” Failure to provide the correct IFB number in the email will deem the question unanswerable and will not be considered as part of any addenda.
