NOTICE TO PROPOSERS
This Addendum No. 3 is issued to provide the City’s responses to questions received regarding the above-
referenced solicitation and to clarify the solicitation requirements. This Addendum is incorporated into and
made a part of the RFP and shall be binding upon all proposers. If this Addendum conflicts with the original
RFP or a prior addendum, this Addendum controls to the extent of the conflict.
The proposal submission deadline is September 4, 2026, at 3:00 p.m. All other terms and conditions of the
RFP remain unchanged unless expressly modified by this Addendum.
QUESTIONS AND CITY RESPONSES
1 Question: Has a Program Manager or Project Manager been assigned to oversee this
project? If so, please provide the individual’s name and contact information.
A A project manager has not been assigned at this time. The City will identify its project
representative after award. Until then, all questions should be sent to Tiffany George at
vendorrelations@mcdonoughga.org or 404-987-2780.
2 Question: A firm was unable to attend the mandatory site visit. Is there any way for
the firm to remedy the missed mandatory site visit requirement, or will there be
another opportunity for firms that did not attend to satisfy this requirement?
A No. Attendance at the mandatory site visit was required. Firms that did not attend are not eligible to
submit a proposal, and no make-up visit will be held.
3 Question: Will proposers be permitted to conduct an additional site visit with key
subcontractors prior to the proposal submission deadline?
A Yes. Subcontractors may visit the site on August 20, 2026, from 10:00 a.m. to 12:00 p.m. The visit
is for observation only. City staff will not answer questions during the visit. The proposal deadline
has been extended to September 4, 2026.
4 Question: Can an additional site visit be arranged specifically to review the
audiovisual requirements with AV subcontractors?
A Yes. Subcontractors may visit the site on August 20, 2026, from 10:00 a.m. to 12:00 p.m. The visit
is for observation only. City staff will not answer questions during the visit. The proposal deadline
has been extended to September 4, 2026.
5 Question: Please clarify the anticipated procurement process following proposal
submission, including whether firms will be shortlisted, whether interviews or
presentations will be conducted, whether a Best and Final Offer (BAFO) is
anticipated, and the anticipated award schedule.
A The City will follow the evaluation and selection process described in Section VIII of the RFP. The
City reserves the right to conduct interviews or presentations, request clarifications, and/or request
a Best and Final Offer (BAFO) if determined to be in the City’s best interest. None of these
additional steps is guaranteed. Proposals are due September 4, 2026, and the anticipated award
schedule will depend on the evaluation, negotiation, and required approval process.
6 Question: Beyond the published evaluation criteria, are there any additional factors
or priorities the Evaluation Committee intends to emphasize during proposal
evaluation, such as local participation, Design-Build experience, innovation, or
municipal experience?
A No additional evaluation criteria will be used beyond those published in the RFP. Proposals will be
evaluated in accordance with the stated evaluation criteria. Relevant experience, including Design-
Build, municipal, occupied-renovation, and phased-construction experience, may be considered to
the extent that it is responsive to the published criteria.
7 Question: Do the following sections count toward the 25-page proposal maximum:
Organizational Structure/Organizational Chart, Availability, Design-Build
Experience, Relevant Experience, and the Space Planning Narrative?
A Yes. Organizational Structure/Organizational Chart, Availability, Design-Build Experience,
Relevant Experience, and the Space Planning Narrative are included within the 25-page Technical
Proposal limit. The cover letter, table of contents, resumes, project schedule, cost proposal, dividers,
and required forms are excluded from the 25-page limit, as stated in Section V of the RFP.
8 Question: May an 11" x 17" page be utilized for the project schedule?
A Yes. An 11 x 17-inch sheet may be used for the project schedule. It should be folded to fit the hard-
copy proposal and remain legible in the electronic copy.
9 Question: Under Project Team Qualifications, the RFP identifies a key personnel
position of Construction Manager. Would the City accept a Preconstruction Manager
or Project Engineer in lieu of a Construction Manager?
A Yes, provided the person will perform the Construction Manager duties and the proposal clearly
explains the person's experience, authority, and availability for the project.

10 Question: Please provide all available existing architectural, structural, mechanical,
electrical, plumbing, fire protection, technology, and civil drawings for the facility,
including any available as-built documentation.
A The City will provide the documents included with the RFP and any additional documents issued by
addendum. No other drawings are available at this time. The selected team will be responsible for
verifying existing conditions.
11 Question: Please provide existing/as-built floor plans for all three floors. Existing
columns are not reflected on the proposed layouts and may affect the design and
construction of the first-floor spaces.
A The available concept plans are included with the RFP. They are not as-built drawings and may not
show all columns or existing conditions. Field verification will be required.
12 Question: Has the City completed any of the following assessments: Facility Condition
Assessment, Property Condition Assessment, Structural Assessment, Roofing
Assessment, Life Safety Assessment, HVAC Assessment, Electrical Assessment,
Environmental Assessment, or ADA Assessment? If so, please provide copies.
A No additional assessment reports are available at this time. The selected team will complete the
existing-conditions assessment required by the RFP.
13 Question: Has the building undergone hazardous materials testing for asbestos, lead-
based paint, mold, PCB-containing equipment, or other hazardous materials? If
reports are available, please provide them.
A No hazardous-materials report is available at this time. Include an allowance for any testing needed
before demolition or disturbance. Remediation, if required, will be addressed after the results are
known.
14 Question: The RFP states that the existing-condition assessment is to include
verification of the building envelope. Is this intended to be a visual inspection
performed by the Design Team, or a forensic investigation of the envelope system
including destructive/deconstructive testing and sampling by a Building Enclosure
Consultant?
A For pricing purposes, assume a visual, non-destructive review. If the proposer believes destructive
testing or a building-envelope consultant is needed, identify that work separately.
15 Question: The RFP states that the existing-condition assessment is to include
verification of site conditions. Is this intended to be a visual inspection and report of
existing conditions, or an in-depth review and survey conducted by a Civil Engineer?
A For pricing purposes, assume a visual review of the site and available records. Surveying, utility
investigation, or additional civil work should be included if needed for the final design and
permitting.

16 Question: Has the City evaluated the existing electrical, HVAC, plumbing, and
telecommunications infrastructure to determine whether existing capacity is
adequate for the proposed program?
A No capacity study has been completed. The selected team will evaluate the existing systems and
recommend what should remain, be modified, or be replaced.
17 Question: Is the existing roof currently under warranty? If so, will roof penetrations
associated with new mechanical equipment be permitted without additional Owner
requirements?
A Roof warranty information is not available at this time. The selected team will verify the roof
condition and warranty status before making penetrations or other changes.
18 Question: The RFP states that the building will remain occupied during the
renovation. Please confirm where the current occupants are located within the
building.
A The building is currently unoccupied. As stated in the RFP, the second floor is anticipated to be
occupied first, followed by the third floor. Proposals should account for occupied-building
renovation conditions during subsequent phases.
19 Question: Which departments are anticipated to remain operational during each
construction phase? Please identify any operational restrictions or occupancy
requirements that should be incorporated into the proposal.
A The departments remaining in operation during each phase will be determined with the selected
team. The proposal should address access, safety, security, noise, dust, temporary barriers,
shutdowns, and continuity of City operations.
20 Question: Will temporary “swing” space be available for occupants who must be
relocated outside of active renovation areas until the applicable phase is completed?
A Swing space has not been finalized. Proposers should describe their relocation approach and
identify what space or assistance they would need from the City.
21 Question: If temporary swing space is required, should the Design-Build proposal
include costs to build out temporary spaces, or will existing City spaces be utilized?
A Do not include a temporary build-out in the base cost unless it is part of the proposer’s phasing
plan. If it is needed, show it separately as an allowance.
22 Question: Will each construction phase be required to reach completion and turnover
before the next phase begins, or may phases be staggered and run concurrently?
A The City has not required the phases to be strictly sequential. Phases may be separated, combined,
overlapped, or resequenced based on funding and operational needs. Proposers should recommend
the best approach.

23 Question: If each phase must be completed and turned over before the subsequent
phase begins, will the City provide or facilitate temporary Certificates of Occupancy
as required?
A The selected team will coordinate any temporary or phased Certificate of Occupancy with the City
and the permitting authority. Issuance cannot be guaranteed in advance.
24 Question: If phases cannot run concurrently, should General Conditions and project
staffing costs be included within each individual phase to account for each phase
being independently constructed and supervised?
A Yes. Include the General Conditions and staffing needed for each phase. Note any savings that may
be available if phases overlap or are combined.
25 Question: Please identify any anticipated restrictions regarding normal working
hours, weekend work, holiday work, noise, municipal operating hours, or off-hours
work requirements.
A Work must be coordinated around City operations. Evening, weekend, holiday, disruptive, and off-
hours work will require prior approval. State the working-hour assumptions used in the proposal.
26 Question: Please clarify the City’s requirements and procedures for planned utility
shutdowns, including required notice periods, preferred shutdown windows,
approval procedures, allowable outage durations, and restrictions associated with
occupied departments.
A Planned shutdowns must be approved by the City and coordinated with the affected departments.
Assume at least 10 business days' notice and schedule critical shutdowns during approved off-hours
when practical.
27 Question: During the site walk, it was indicated that existing cubicles and furniture
may need to be moved. Will City employees be responsible for relocating existing
furniture, modular workstations, and equipment prior to construction, or should
relocation be included within the Design-Build scope?
A The City will have employees remove personal items and loose equipment. Include moving,
protection, storage, and reinstallation of modular furniture, workstations, and equipment affected
by construction, or clearly list those items as an exclusion.
28 Question: Should the Cost Proposal include new finishes within the stairwells,
including replacement of flooring at landings, treads, and risers?
A Include cleaning, patching, painting, and code-related repairs in affected stairwells. Price full
replacement of landing, tread, and riser finishes as an allowance or alternate.
29 Question: Please confirm whether the proposal should include replacement of
existing finishes at the first-floor entrance and core-function areas.
A Yes. Include repair or replacement of finishes in the first-floor entrance and core areas affected by
Phase III. State the extent and finish assumptions used for pricing.
