The purpose of this sources sought is to identify businesses with the requisite qualifications to provide the services stated herein based on capability statements received in response to this Sources Sought Announcement; this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice.



Requirement



The National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus is a Research and Development facility with over 50 buildings located on a 578-acre campus. Most of the buildings were constructed in the early to late 1960s. There are several buildings that were constructed from the 1990s to the present. Most of the buildings contain laboratory facilities with specialized environmental and utility systems, although there are also administrative and support buildings on campus.



Utilities are typically distributed to the individual buildings by underground piping from an on-campus central utility plant (steam, chilled water, compressed air) or municipal utility (domestic water, natural gas, sanitary sewage). Some services (i.e. vacuum, nitrogen, helium, pure-water, hot water) are generated and distributed at the building level. Piping and associated equipment can date back to original building construction or be a more recent installation.



Building environmental control is typically provided by central air-handling units with a variety of systems used for individual space control. Those systems can include constant- or variable-volume air-handling units with hot deck/cold deck mixing boxes, reheat coils (hot-water, steam, electric), or variable-air-volume boxes (with or without reheat) for space control. Control is provided by a mixture of direct-digital controls (primarily Alerton, Andover, and Siemens) and pneumatic controls.



NIST anticipates awarding a Multiple award IDIQ contract to up to three (3) contractors. The period of performance for the IDIQ will be for a one (1) year base period and two (2) one year option periods. The aggregate value of the IDIQ is estimated at $8,000,000.00 over the three (3) year ordering period. However, the Government reserves the right to award less or more over the life of the contract. Construction will be considered “design-bid-build.” Architect/engineering services are not included in this contract.









Contractor shall provide the necessary supervision, management, personnel, materials, and equipment to perform repairs, renovations, and alterations to facilities and utilities.



Activities may consist of but are not limited to:



• Demolition, repair, replacement, modification, or addition to hydronic, plumbing, refrigeration, and steam/condensate piping systems including associated equipment. This may include campus distribution systems as well as building-level systems.



• Demolition, repair, replacement, modification, or addition to air-conditioning/distribution and exhaust air systems and associated equipment. Work may include performing air and water balance of systems.



• Demolition, repair, replacement, modification, or addition to air-conditioning/distribution control systems including direct-digital, electric, and pneumatic systems.



• Demolition, repair, replacement, modification, or addition to utility metering and/or monitoring systems.



• Demolition, repair, replacement, modification, or addition to fire sprinkler systems



• Demolition, repair, replacement, modification, or addition to laboratory safety equipment such as safety showers and eye wash stations



• Maintenance activities for air-conditioning/distribution equipment, exhaust air equipment, hydronic equipment, plumbing equipment, and refrigeration equipment



• Demolition, repair, replacement, modification, or addition to electrical, communication, and fire detection/alarm systems when associated with work mentioned above



• Demolition, excavation, repair, replacement, modification, or addition to site and building structures when associated with work mentioned above



• Hazardous material abatement when associated with work mentioned above



• Permit applications to regulatory agencies including completing applications from inception



Work will generally be performed in occupied areas and may involve phasing to maintain or limit disturbances to on-going operations. Such restrictions will be identified in the scope of work for the individual task orders. Prior to issuance of a notice to proceed for each task order, the contractor shall submit, and have approved by NIST, a job-specific safety plan with Activity Hazard Analysis (AHA).



The task order minimum is $2,500.00. The task order maximum is $2,000,000.00.





The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that can provide the services identified.



Specific criteria being sought are such that:




  1. The offeror shall provide Bonding at the following levels:

    1. Individual task order bonding capacity

    2. Aggregate bonding capacity








  1. Self-performance of three (3) mechanical construction contracts/task orders that demonstrate the Offeror’s performance in an operational (occupied) commercial, industrial, or Government building. The contracts shall have at least one of the following elements:

    1. Installation or replacement of an air-handling unit that has a minimum airflow capacity of 2000 cfm.

    2. Plumbing fit-up for laboratory equipment.

    3. Installation or replacement of DX air-handling systems with a minimum capacity of 24,000 BTUH.

    4. Installation or replacement of mechanical service generating equipment (i.e. air compressor, heat exchanger, boiler, chiller, etc.).





The minimum value of the contract/task order shall be $50,000. The work shall have been completed and accepted within the past 60 months of solicitation issue date (time associated with any warranty is not applicable to the determination of 60 months).






  1. Multidiscipline Laboratory Experience laboratory that involved at least six (6) of the following listed below.

    1. Fire Alarm modifications.

    2. HVAC Ductwork modifications

    3. DDC Controls

    4. Piping or Plumbing

    5. Pipe and/or Duct Insulation

    6. Electrical branch circuits and wiring devices

    7. Air and/or Water Balancing

    8. Flooring

    9. Wall changes that are either metal or drywall

    10. Ceiling modifications.







Requested Information



Interested, capable contractors (parties) shall submit a capability statement in response to this Sources Sought Notice, including at a minimum the following:




  1. Technical discussion of Contractor ability to perform the type of services described above.

  2. Name of Company-include a contact person's name, telephone number, and email address.

  3. Company Address; Cage Code, DUNS number.

  4. Business Type (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business), or other based upon NAICS Code 238220.

  5. Describe project experiences and past performance with similar types of requirements of similar scope and magnitude per the criteria noted in above.



The total number of pages to reply to this source sought shall not exceed 15 pages.

Summary



Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a contract.



THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Mechanical construction, maintenance, and repair.



NIST has not made a commitment to procure any of the services discussed, and release of this sources sought should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
