West Sacramento Levee Improvement Project Surveying Support

STATEMENT OF PURPOSE

The West Sacramento Area Flood Control Agency (WSAFCA) is soliciting proposals from qualified firms or individuals ("Proposer") to provide surveying services to support the West Sacramento Levee Improvement Program (WSLIP). There are five active levee project reaches that are in design or construction in the WSLIP. Surveying services area needed to support real estate acquisitions, survey and delineate sites for borrow-fill material, mapping existing easements and utilities, and title research.

WSAFCA and the State of California are the non-federal sponsors for the West Sacramento Project. More details on WSAFCA's needs for this work are provided in the Scope of Work .

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the WSAFCA pursuant to the terms of this RFP and WSAFCA's contracting procedures, if any is selected, is referred to herein as "Contractor."

The West Sacramento Area Flood Control Agency (WSAFCA) is a Joint Powers Authority comprised of the City of West Sacramento and Reclamation District 900. WSAFCA was established in 1994 to construct, repair and/or rehabilitate the levees that protect the City of West Sacramento. WSAFCA and the Central Valley Flood Protection Board are the non-federal sponsors of the West Sacramento Project. The West Sacramento Project is congressionally authorized and is being led by the US Army Corps of Engineers.

WSAFCA seeks a qualified survey team to support real estate acquisitions, perform surveys for easements and borrow-fill materials and work cooperatively with our Project partners, the State of California Department of Water Resources (DWR) and the USACE. DWR and USACE have strict surveying requirements that must be followed to acquire real property rights, support the levee improvement projects, and program crediting through the State and Federal governments. Surveying firms that are familiar with DWR cadastral requirements and the USACE surveying needs and requirements will be well suited to carry out the surveying scope of work.
