The City of Norfolk (the “City”) Department of Human Services (DHS) seeks qualified vendors to provide Chore Services for residents sixty (60) years of age or older or any person eighteen (18) years of age or older who is incapacitated. Through these services, the City seeks to help adults remain safe in their homes, to maintain self-sufficiency. The City aims to prevent inappropriate institutionalization when these adults are unable to perform heavy home maintenance tasks and have no one available to provide these services without cost. The City anticipates multiple contract awards to qualified offerors, each for a five (5) year term.
DHS’s Adult Services Program (ASP) assists Norfolk residents who are sixty (60) years of age or older, or any person eighteen (18) years of age or older who is incapacitated, by providing Chore Services to help them remain safely in their homes. Chore Services are intended for individuals who are unable to perform heavy home maintenance tasks and have no one available to provide these services without cost. An incapacitated adult is any adult who is impaired by reason of mental illness, intellectual disability, physical illness or disability, advanced age, or other causes to the extent that the adult lacks sufficient understanding or capacity to make, communicate, or carry out responsible decisions concerning his or her well-being.

DHS seeks to reduce the number of adults placed in long-term care facilities by utilizing Chore Services in accordance with federal and state regulatory and policy requirements. These services allow adults to remain in the least restrictive setting and function as independently as possible in their own homes by maintaining safe living conditions and supporting self-determination.
Provision of Chore Services occurs when an Adult Protective Services (APS) investigation determines that an adult needs assistance to remain safe at home, or when a qualifying adult requests services without APS involvement. Individuals may also be eligible following APS intervention if ongoing support is needed to maintain safety and independence.
The Virginia Uniform Assessment Instrument (UAI) is used by Family Services Workers (FSWs) to assess social, physical health, mental health, and functional abilities. This assessment determines eligibility for Chore Services and helps plan and monitor care.
Services are provided to the extent of available funding from the Commonwealth of Virginia and the City. The City expects to pay for these services for approximately one hundred (100) seniors and adults with disabilities per fiscal year (July 1 to June 30). The city does not guarantee any minimum or maximum amount of work under agreements resulting from this solicitation.
