Dear Prospective Bidder:
On behalf of the Greene County Department of Development, Patriot Engineering and
Environmental, Inc. (Patriot) is requesting proposals for the Building Demolition of selected
structures throughout Greene County, Ohio. Generally, this work will consist of demolition and
permanent removal of existing structures at the property locations identified in this Request for
Proposal (RFP). This work is being performed under a grant agreement between the Greene
County Department of Development and the Ohio Department of Development (ODOD) under
the Building Demolition and Site Revitalization Program.
Detailed information concerning the RFP including the scope of work, due date for submittal, pre-
bid meeting, submittal procedures, requests for additional information, etc., is provided in the
enclosed form.

A mandatory pre-bid meeting will be held at the site on Monday, March 16th at 1:00 p.m.
EDT. Parking at the site is very limited and bidders should park along the driveway at 3341 Jasper
Road (see parking map included). Proposals should be submitted on the attached Greene County
Department of Development Proposal Form. Fill in all the requested information. Asbestos
abatement and universal waste removal is to be included. Provisions contained in Attachment
A, Greene County Department of Development Demolition Project Specifications, apply to this
work.
Greene County Commissioners reserve the right to reject any and all bids, to waive any and all
informalities, and to disregard all non-conforming, non-responsive, or conditional bids. The
basis for Contract award shall be based on a Best Value Selection for this project. As such,
Greene County intends to use a selection process for services where total cost, as well as other
non-cost factors, are considered in the evaluation, selection, and final award of this contract.
Greene County will consider the below factors to help determine the best value. Each proposal
will be scored on a points system, with the bidder achieving the highest number of points, out of
a maximum of 25 points total, being selected as the winning bidder.
i. Total Cost (0-10 points). Total cost will be evaluated for each bidder. The bidder with
the lowest cost will be assigned 10 points, while the next lowest bidder will receive 9
points, third lowest bidder awarded 8 points, etc.
ii. Past Performance and the qualifications and experience of the Bidder, specifically
with prior projects executed with the Greene County Department of Development (0 -
5 points).
iii. Bidder maintains an office within Brown County, Ohio (0 - 1 point).
iv. Compliance of Bid Response with the prescribed requirements of this Bid Package (0
- 4 points).
v. Bidder's proposed schedule for completion of tasks specified in this Bid Package (0 -
5 points).
A purchase order or a Notice of Award and Authorization to Proceed letter (example included as
Attachment B) will be issued for each demolition project. The selected bidder will be required to
return a signed copy of the "Notice of Award and Authorization to Proceed" letter, along with the
completed Proposed Project Schedule.
The Contractor shall submit the Contract Completion Certificate and Pay Application for the
Demolition of Residential Structures Affidavit, included as Attachment C, along with the
appropriate invoice, manifest/waste shipment records (ACM/C&DD) of disposal, permits and
notifications, and photos. Copies of all disposal documentation shall be provided with the payment
application as instructed. As this work is being completed with ODOD grant funding, Contactors
shall only submit one (1) invoice per month. Greene County will pay invoices within 10 business
days of receiving reimbursement funds from the State.

ASBESTOS / UNIVERSAL WASTE: Asbestos Testing and Universal Waste Surveys have been
performed for each property and a report is included with this RFP as Attachment D. Contractor
is responsible of OEPA Notification and to have asbestos abatement performed by licensed
company and universal waste disposal in accorance with applicable regulations. The Ohio
Department of Development Asbestos Compliance Form, included as Attachment E, is to be
completed and returned with project close-out documentation. Costs for these items should be
included in the quote for this project.
Ten working day notification to OEPA is required from contractor before demolition of any
commercial or residential property begins (unless emergency demolition). All work which the
Contractor is required to perform shall commence within 30 working days after the OEPA ten day
notification expires and shall be completed by the date specified by Greene County Department
of Development on the NTP. In no case shall project completeion extend past 75 calender days,
unless previous arangements have been made and agreed upon in writing by Greene County
Department of Development. In addition, local permits and notification are required as per
applicable County and/or local ordinance. Contractor must provide at least 48-hours advance
notification to Patriot Engineering and Environmental (Patriot) to allow for scheduling of
contractor oversight. At a minimum, Patriot will complete, in conjunction with the contractor,
the Pre-Demolition (this is required to be completed by a Patriot representative before site
demolition activities commence) and Post-Demolition (this is required to be completed by a Patriot
representative and signed by the demolition contractor upon completion of work, prior to
demobilization of contractor equipment) Site Checklists. Examples of both are included in
Attachment F.
Photographic evidence shall be submitted of the property before, during, and after demolition
work is completed.
In the event borrow source material is required to be imported from an off-site source(s), the
Environmental Questionnaire for Proposed Borrow Source form, included as Attachment F, must
be completed and submitted by email to Patriot (ecorbin@patrioteng.com and
mweinstein@patrioteng.com) for approval prior to bringing borrow material on-site. Before
property is backfilled Photographic evidence shall be submitted of empty basement voids.
BOND REQUIREMENTS
A BID BOND is not required to be submitted for this proposal.
In lieu of a PERFORMANCE BOND, the successful BIDDER will be required to enter into a
Retainage Agreement with Patriot as an assurance for timely completion of the entire project in a
quality manner in accordance with the CONTRACT DOCUMENTS. Implementation of this
Retainage Agreement eliminates the requirements for a BID BOND, PERFORMANCE BOND,
and PAYMENT BOND. The schedule of this Retainage Agreement will be structured as follows:
1. Retainage Amount: Eight percent (8%) of each monthly progress payment request
will be withheld from payment.
2. Maximum Retainage Amount: When fifty percent (50%) of the project is completed
(as determined by 50% of total project costs being billed via monthly progress
payment requests), no additional retainage will be withheld.
3. Retainage Release: Within thirty (30) days of the project acceptance all retainages
withheld will be released to the Contractor.
INSURANCE REQUIREMENTS
Required insurance is detailed in Item #3 under the General Conditions of the Contract section of
this RFP.

DEMOLITION PROJECT SPECIFICATIONS
GREENE COUNTY DEPARTMENT OF DEVELOPMENT - DEMOLITION PROJECT
SPECIFICATIONS
Detailed Specifications - All work and materials shall conform to the latest Ohio Department of
Transportation Construction & Material Specifications, including supplemental specifications and
standard construction drawings except as modified by the plans and the following project
specifications.
Notification of the Greene County Department of Development and Utilities- The
contractor shall notify the local departments (Fire, Police, Traffic, Utilities and Public Works) and
Greene County Department of Development, at least two working days in advance of beginning
any work on the project. This notification shall consist of designating the streets, their location,
the date and time of beginning of work, and estimated time to complete.
Quantities - The quantities shown in the proposal are estimated quantities and are in no way
binding on the Greene County Department of Development. It is understood that the successful
bidder will construct such quantities of items listed in the proposal as may be ordered by the
engineer whether greater or less than the quantities shown on the proposal. Greene County
Department of Development reserves the right to add or delete items to meet the Greene
County Department of Development 's requirements.
Unless specified otherwise in the project specifications, the lump sum and/or unit bid and
contract prices on this project shall include the furnishing of all labor, materials, equipment,
tools, and services required for the furnishing of and installation complete in place, ready for
use, of all work required on this project in strict conformance with the plans, specifications, and
standard contract drawings.
Disposal of Materials - The Contractor will dispose of all demolition material and debris off the
job site and to an appropriately licensed landfill site.
Permits - The Contractor shall be responsible for obtaining all permits required by law including
all permits for asbestos removal. The compliance with the following is required to obtain a
demolition permit through the governing city, village, township, or county.
INFORMATION REQUIRED TO BE SUBMITTED FOR THE DEMOLITION OF BUILDINGS
AND STRUCTURES
A Demolition Permit Application with three sets of plans consisting of the following information
shall be submitted to the local governmental entity issuing the demolition permit:
1. Site plan showing the location of the building to be demolished in respect to property
lines, public right-of-way lines, and other buildings or structures on site with overall
dimensions of all buildings. The plan should also indicate if the building is attached to
another building on the same property or located on an adjacent property. Plans need to
show locations and details of any fencing, barricades, or signage required for the
protection of adjoining properties or the public right-of-way.
2. A written description needs to be provided stating how the building will be demolished.
The description shall also state how protection will be provided for all adjoining properties
and the public right-of-way. The project duration shall be provided from the start of
demolition to a point where the building will be safely on the ground. Description must
indicate how the lot will be stabilized after demolition is complete. A proposed reuse plan
may be required for review by the Planning Department.
3. A Certificate of Liability insurance or bond. The amount will be based on size, height,
location, and type of building or structure being demolished.
4. Ohio EPA may need to be notified before a demolition permit can be issued for
commercial permits.
Utilities - The contractor shall notify in writing, by telephone, or in person, all owners of
underground and overhead utilities two working days in advance of the starting date of work on
the project, and shall cause the applicable public utility department (or other utility owners) to
mark or stake the locations of underground water and gas lines prior to the commencement of
the project.
During construction, the contractor shall use due diligence protecting all utilities and structures
whether shown on the plans or not. In excavation areas, all water and gas service lines shall be
uncovered to determine the depth of each line prior to proceeding with excavation operations. If
it is determined that any service line must be lowered, the contractor shall allow the utility
providers access.
If any gas utility line or gas service line is damaged or broken, the contractor shall immediately
contact the service provider.
If any water utility line or water service line is damaged or broken, the contractor shall immediately
contact the service provider.
The contractor shall verify overhead clearance of utility lines prior to beginning work. The
contractor shall coordinate with the public utilities department and any commercial utility
companies involved where there are problems of clearing wires with equipment. Arrangements
for the protection of other overhead utilities shall be made between the contractor and the utility
company involved.
TECHNICAL SPECIFICATIONS FOR DEMOLITION AND SITE CLEARANCE
SPEC. 401 - Scope of Operations
A. These specifications describe the nature and extent of demolition and removal of
buildings, appurtenances, and other improvements, together with site clearance, all of
which are required by this contract to be completed down to bare land, with no
exceptions other than those specifically identified herein. There are also established
herein certain limitations and requirements regulating the Contractor's methods of
operations which are specifically intended to secure the results desired by Greene
County Department of Development or the local jurisdiction, and to function as minimum
acceptable safety measures to be employed by the Contractor at all times. Any time
during the performance of this contract, Greene County Department of Development or
the local jurisdiction may require, in addition, and shall be empowered to enforce such
other measures as may be reasonably necessary for the protection of the public, the
Contractor's workmen, streets, public and private utilities, or other properties.
B. Prior to any demolition, sewer laterals shall be filled with concrete at a point reasonably
close to the public right of way. The capping of the sewer lateral shall be inspected and
approved by the local jurisdiction.
C. All footers, foundation walls, and basement floors must be removed. Interior building
foundation walls, including cross walls, columns or piers, interior or exterior stairwells,
chimneys, porches, docks and entrance steps and platforms, fuel storage supports, etc.,
shall be removed completely. Private sidewalks and driveways, and driveway
approaches and retaining walls shall be removed completely.
D. All fencing, both internal and perimeter, shall be removed. Perimeter fencing may be left
in place at the request of the adjacent property owner and approved by the city, village,
township, or county.
E. All basements shall be cleared of any debris, appliances, wood or metal partition walls,
wood floors, etc.
F. Basement voids shall be filled to the level of the surrounding ground with Clean Hard
Fill in accordance with OAC 3745-400-0S(C) or equivalent, placed and compacted to a
proctor of 90%, in layers not more than 1'-0" in depth. All wood, lath, and other
demolition debris shall be removed from the demolition area.
Backfilling of basement void shall only be performed after the Contractor has
provided photographic evidence of the cleared basement void to Greene County
Department of Development representative for approval. Should a basement
void be backfilled without a prior approval or inspection, the Contractor will be
required to remove the fill material to the satisfaction of Greene County
Department of Development or the local jurisdiction. Fill material shall be placed
in evenly spread layers not exceeding 12" in depth and compacted to a proctor
of 90%.
