The Town of Poughkeepsie invites sealed bids for construction of the “SPACKENKILL SANITARY SEWER PUMP STATION REPLACEMENT” as set forth in Contract Documents prepared by CPL, 26 IBM Road, Poughkeepsie, NY 12601.
Separate sealed Bids completed on forms provided with the Contract Documents will be received by the Town Clerk, Town of Poughkeepsie, One Overocker Road, Poughkeepsie, NY 12603 until 11:00 AM (local time) on October 20, 2025 at which time they will be publicly opened and read aloud. All bids shall be submitted in sealed envelopes so marked " SPACKENKILL SANITARY SEWER PUMP STATION REPLACEMENT”, along with the associated contract (“CONTRACT NO. 2025-01”). Bids shall be received for the following Contracts:

The Bid Documents may be reviewed at the Office of the Town Clerk, Town of Poughkeepsie, One Overocker Road, Poughkeepsie, NY 12603 after August 20, 2025 and will also be available simultaneously on the Town's website and BidNet. Any addenda will be similarly available. There is no charge for the Bid Documents downloaded from the Town's website and BidNet.
A Pre-Bid meeting will be held at the Town’s Spackenkill Pump Station site located at 177 Spackenkill Road (NYS 113) on September 10, 2025 at 10:00 a.m. Please note that parking at the site is limited, so Bidders are encouraged to park at the Town owned property located at 180 Spackenkill Road, which is a vacant parcel at the westerly corner of Spackenkill Road and Millbank Road. Bidders will have access to the site at that time to inform him/herself of the conditions relating to the work required under this project and the employment of labor thereon.
Following the Pre-Bid meeting, Bidders will have until October 6, 2025 to submit questions related to the bid documents. All questions received will be answered via an Addendum as soon as possible and, if necessary, any follow up questions will be answered no later than October 15, 2025 via a final Addendum.
Each bid shall be accompanied by an acceptable form of Bid Guarantee (a Certified Check of the bidder drawn payable to the Town of Poughkeepsie or a Bid Bond in favor of the Town of Poughkeepsie from a recognized insurance carrier) in the amount of five percent (5%) of the amount bid as a guarantee that if the Bid is accepted, the Bidder will enter into a contract with the Town of Poughkeepsie under the terms of the Bid Documents. A Bidder’s Qualification Statement is included with the Bidding Documents. Failure to submit a completed Bidder’s Qualification Statement with the Bid is basis for the Bid being determined as non-responsive. All Bidders are required to register with the New York State Department of Labor under Labor Law Section 220-i.
OWNER'S RIGHTS RESERVED: The Town of Poughkeepsie reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Town of Poughkeepsie.
STATEMENT OF NON-COLLUSION: Bidders are required to execute the non-collusion bidding certificate attached thereto pursuant to Section 103-d of the General Municipal Law of the State of New York.
CERTIFICATION OF COMPLIANCE WITH THE IRAN DIVESTMENT ACT: Bidders are required to execute the certification form attached thereto pursuant to Section 165-a of the State Finance Law of the State of New York.
Bidders are advised that all or part of the financing for this contract will be provided under the New York State Revolving Loan Fund for Clean Water by the NYS Environmental Facility Corporation (EFC). There are EFC requirements for EqualEmployment Opportunity (EEO) and Minority & Women Business Enterprise (MWBE) Programs; Requirements of the Federal Davis Bacon Related Acts (DBRA); Required Terms for Project Contracts and Subcontracts; and Required Forms. Contractor shall also be required to comply with federal “American Iron and Steel” requirements for the use of products made primarily of iron and steel, as required by the State Revolving Loan Fund.
Bidders are also required to comply with the provision of Section 291-299 of the Executive Law of the State of New York.
The Town of Poughkeepsie hereby notifies all Bidders that it will affirmatively insure that in regard to any agreement entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of an award.
