As requested by the Telecommunications Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Proposal (hereinafter, “RFP”) with the intent of obtaining proposals from interested and qualified vendors (also referred to as “Vendor”) in accordance with the terms, conditions and specifications stated or attached. The Vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance.
The County is seeking a Vendor for managed services of the P25 public safety radio system, for both the fixed network infrastructure and terminal equipment. Historically, County departments have spent approximately $1,750,000; however, this may not be indicative of future buying patterns.
Collier County currently owns and operates a L3-Harris 800MHz P25 mission-critical public safety radio system. This radio system covers Collier County and extends into five neighboring counties, encompassing nearly 2,300 square miles. The radio system comprises 15 tower sites, serving 11,000 public safety and governmental users. This system must remain highly reliable and meet the operational and coverage requirements of public-safety first responders and public service agencies. The County also desires professional services for support of non-P25 communications systems, which are owned and operated by the County. A comprehensive contract is desired for the Managed Services of the P25 public-safety grade communications system, including pricing for communications equipment and accessories, as well as professional services for existing and future communications needs.
