DRAFT Solicitation/ RFP
The U.S. Department of Energy (DOE), the Office of Headquarters Procurement Services in support of the Office of the General Counsel (OGC), is issuing Solicitation Number 89303025RGC000002 to procure professional legal and advisory services. This is a combined synopsis/solicitation for commercial items in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. The solicitation is conducted under FAR Part 15, Contracting by Negotiation, and constitutes the only solicitation for this requirement. This is in accordance with Federal Acquisition Circular 2025-06/08-27-2025.
This is a draft Request For Proposal (RFP). Please submit your feedback/questions by no later than 10:30 AM on Friday, September 19, 2025. The government may or may not respond to your questions or feedback. However, any material feedback may be used to revise and update the government's solicitation and requirements. At your discretion, contractors are allowed to submit a proposal in response to this draft RFP, but do so at your own risk of not meeting the requirements and instructions of the final RFP. The government will take in consideration proposals received, including proposals in response to this draft RFP, only if and when a final RFP is released. The contractor bears the responsibility of adhering to the instructions and requirements of the final RFP, and can submit an updated proposal to comply with the final RFP as needed up until the deadline for proposal submission. This draft solicitation does not commit the government to an award or any binding agreement/contract. The government is not responsible for any costs associated with the preparation and submission of proposals.
