REDDING CIVIC AUDITORIUM

In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk’s 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Thursday, August 27, 2026, for
furnishing the City of Redding a proposal to lease, provide programming, and operational
management for the Redding Civic Auditorium, per the scope and general conditions provided
herein.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 p.m. PT, on Thursday, August 27, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The proposer shall provide the original (unbound) proposal, three (3) bound copies and a
USB drive with a PDF copy of the proposal. Electronic submission of proposals will not be allowed.
The City will award any resulting contract in a manner consistent with the City Purchasing
Ordinance.
The cut-off date and time for receiving questions regarding this RFP is 5:00 p.m. PT, on
Friday, August 7, 2026. All inquiries must be made in writing and may be submitted to the email
address shown below.

If a potential bidder/proposer received this solicitation document through
some means other than surface mail from the City of Redding (such as from the City
of Redding Internet web site, or from another prospective bidder/proposer), it is the
responsibility of the potential bidder/proposer to advise the assigned City of Redding
Purchasing contact of its intention to submit a bid/proposal so that any addenda or
other correspondence related to this solicitation will be sent to the potential
bidder/proposer. When contacting the Purchasing Division, the bidder/proposer shall

I. INTRODUCTION AND GENERAL BACKGROUND
The City of Redding (“City”), a California municipal corporation is soliciting proposals from
qualified and experienced firms (each a “Proposer”) to lease, program, operate, manage and
maintain the Redding Civic Auditorium (“Civic”) located at 700 Auditorium Drive, Redding CA
96001.
The Civic is a City-owned public facility historically used for entertainment, commercial, and
performing arts events. City holds fee title to the Civic.
City seeks to enter into a lease and operating agreement (“Civic Agreement”) for the Civic with
an experienced and qualified firm to continue and grow these community events, while
maximizing community benefit and utilizing the Civic to enhance cultural, artistic, and economic
activity. City will be the lessor under the Civic Agreement, and the selected Proposer will be the
lessee.
A. CIVIC OVERVIEW
Approximately 40,000 square feet of interior space
Flexible seating configurations
Over 2,000 reserved seats
Up to 2,400 capacity with standing configuration
Able to be scaled down to approximately 1,200 seats
Indoor Stage dimensions of approximately 82’ x 44’
Full commercial kitchen
Outdoor lawn capacity for approximately 5,000–7,000 attendees
No outdoor stage
Parking for approximately 700 paved, lighted spaces
Access to City-owned equipment inventory (see Exhibit F)
Annual utility cost of approximately $250,000
Currently part of a master planning process for the Redding Riverfront
Specific Plan
B. SITE INSPECTION
A walk-through of the Civic is scheduled on:
Wednesday, August 5, at 9:00 am
700 Auditorium Drive, Redding, California 96001.
Proposers should meet in the main lobby of the Civic, and attendance is strongly
recommended.
C. TERM OF CIVIC AGREEMENT; EXTENSION TERM
The initial term of the Civic Agreement will be five (5) years, beginning
approximately July 1, 2026, and continuing through June 30, 2031.
The Civic Agreement may be extended on the same terms and conditions as the
original agreement by mutual written consent of the parties for up to five (5)
additional one-year terms continuing through June 30, 2036.
D. MAINTENANCE OBLIGATIONS
1. City Obligations
City owns the Civic in fee title and will be the lessor under the Civic Agreement.
Maintenance obligations of City under the Civic Agreement will include the
following, subject to the terms and conditions of the Civic Agreement:
a. HVAC systems;
b. Elevator;
c. Windows;
d. Landscaping;
e. Parking lot; and
f. Access roads.
2. Lessee Obligations
All other repair and maintenance obligations related to the Civic shall be
undertaken by Proposer, as lessee, at its sole costs and expense, to the reasonable
satisfaction of City.
II. SCOPE OF WORK
The selected Proposer will lease and operate the Civic pursuant to the Civic Agreement and assume
full responsibility for programming, management and day-to-day operations of the Civic. Material
terms and conditions of the Civic Agreement with respect to such operations are outlined below.
The terms described below are not a complete list of terms and conditions to be included in the
Civic Agreement.
A. PERMITTED USE
Proposer and sublessees approved by City may use the Civic for the following uses:
1. Artistic and cultural programming;
2. Community and educational events;
3. Performing arts;
4. Conventions and trade shows; and
5. City required events (“Special Events”) as described below.
