The County of Siskiyou Behavioral Health Division’s mission is to promote the prevention of and recovery from mental illness and substance abuse for the individuals, families, and communities served by providing accessible, care, inclusive, and culturally respectful services.

The County of Siskiyou is inviting sealed proposals for Cost Reporting for Mental Health and Substance Use Disorder Programs and MHSA Annual Revenue and Expenditure Report (RER) Services.

a. Cost reporting for mental health and substance use disorder programs under the MHSA involves submitting annual reports detailing expenditures and revenues.

b. The Behavioral Health Services Act (BHSA) modernizes the MHSA,requiring counties to report on all behavioral health funding, including MHSA dollars.

c. Counties must adhere to specific reporting requirements set by the Department of Health Care Services (DHCS), ensuring compliance with state and federal mandates.

d. The BHSA reallocates funding to prioritize services for individuals with significant mental health needs and expands treatment for substance use disorders.

1.0 Preface
The County of Siskiyou Behavioral Health Division’s mission is to promote the prevention of

The County of Siskiyou is inviting sealed proposals for Cost Reporting for Mental Health

disorders.
2.0 Scope of Work
On behalf of the Siskiyou County Human Services Agency, Behavioral Health
Division, the Contractor working remotely agrees to provide consultation and fiscal
training with Siskiyou County Behavioral Health staff regarding the following services
but not limited to:
- Provide specialized reporting as required by County, State, and Federal agencies
regarding mandatory reporting requirements.
- Ensure that all local, state, and federal requirements are met within the timelines
set by those agencies for reporting.
- Adhere to all reporting requirements as prescribed by the State of California
Department of Health care Services (DHCS), the Centers for Medicaid and
Medicare (CMS), and all other agencies associated with the oversight of financial
reporting by Counties and County Contractors.
- Contractor shall provide customized data worksheets, using the County’s
financial and statistical data bases for the operation of County’s Mental Health
(MH) and Substance Use Disorder (SUD) Programs.
- County shall generate Mental Health and Substance Use Disorder financial
reports and statistics, for Contractor, including but not limited to:
a. General Ledger Revenue and Expenditure Reports for each Budget unit
related to MH and SUD programs and services.
b. Service reports to include Total Units of Service by Mode and Service
Function Code and identified by payor source.
c. Revenues from each Grant associated with the provision of SUD and/or
MH services, including State General Funds (SGF).

d. Other necessary reports for Contractor, as reasonably requested and
required to complete in its entirety all contracted services for each Fiscal
Year’s Cost Report.
e. Treatment Provider information and treatment provider Cost Reports, if not
completed by Contractor.
f. Contractor shall proceed with the completion of the Cost Report up to and
including working with the County and/or Provider(s) to submit the
completed Cost Report to the necessary agencies.
- Contractor shall provide County all worksheets and other back-up information
(such as General Ledger reports) which are clearly defined and identified with the
Cost Report forms, in hard copy format in a binder, indexed by section as related
to the Cost Report.
g. Perform analytical work to mitigate artificial surplus of unspent funds in
MHSA programs due to underreporting of Payroll expenses and explain
adjustments on the FY 25-26 RER accordingly.
h. Train Behavioral Health FISCAL staff.
i. Participate in meetings and webinars via conference call or other online
media, such as Microsoft Teams or Zoom.
I. Compensation
1. County shall pay Contractor for services rendered at the rate of ONE
HUNDERED TWENTY-FIVE DOLLARS AND NO/CENTS ($125.00) per hour.
The not to exceed amount of TWENTY-FIVE THOUSAND AND NO/100
($25,000.00) per fiscal year for a total not to exceed of FIFTY THOUSAND AND
NO/100 ($50,000.00) for the term of the contract, January 1, 2026 June 30,
2027.
2. Contractor shall bill County monthly in arrears, with documentation as to dates,
hours and type of services rendered.
Proposers should feel free to include any other services not specified that they deem
necessary to achieve the goals of this RFP.
3.0 Submission Requirements
Proposal Format: Proposals must contain the following:
1. Cover Letter
a. Please provide the Proposer's name, address, and telephone number. The
letter must be signed by a representative authorized to enter into contracts on
behalf of the Proposer.
2. Qualifications
a. Knowledge of Reporting Systems: A thorough understanding of the reporting
systems and upgrades to complete the reports on time and with accuracy,

b. Technical Expertise: Ability to perform analytical work to mitigate artificial
surplus of unspent funds in MHSA programs due to underreporting of Payroll
expenses.
c. Custom Reporting Solutions: Capability to design custom reporting systems
that meet the specific needs of counties and providers.
d. Training and Development: Participation in training sessions to hone skills in
preparing Cost Reports and understanding the use of Prudent Reserve dollars.
3. Company Profile
a. Provide a brief description of your company, including business structure,
address, the total number of employees, overall industry experience,
certifications, affiliations, and relevant experience. Support your capacity to
perform the services detailed in this RFP.
4. Approach:
a. Provide an analysis of the methodology developed to perform all required
services and your response to the scope of work as referenced above.
5. References:
a. Please include at least three (3) references, including name, address,
telephone number, and Email, for whom similar services have been provided.
6. Price Proposal:
a. Provide a transparent fee schedule that outlines all of the costs associated with
the required services, broken down by category of products and services, and
all on-going costs for recommended or required services.
The proposal must include all requirements as listed and correlate to the Scope of Work outlined
under this RFP.
Conflict of Interest: Proposer(s) shall disclose to the County any interest, direct or indirect,
which could conflict in any manner or degree with the performance of service required. At the
County's discretion, a potential conflict of interest, to the extent it is waivable, may be waived
or factored into the final award decisions and/or a modified Scope of Work.
4.0 Selection Process
The proposals received in response to this RFP will be screened by a selection committee.
The selection committee will consider only the proposals which have been considered
responsive to the RFP. Any proposal that fails to meet the RFP's requirements will be regarded
as non-responsive and may be rejected. A proposal, which is in any way incomplete, irregular
or conditional, at the County's discretion, may be rejected. The following criteria will be used in
the evaluation of the potential consultants:
