Name or Title of the Service or Supply: Turtle Creek Fishing Access Upgrades

Ordering Division and address: Division of Wildlife, 952 Lima Ave., Findlay OH 45840.

Project Location: Turtle Creek Wildlife Area (11341-11647 State Rte 2, Oak Harbor, OH 43449)

Project Scope:

The project involves upgrading the fishing access area to improve public access (Figure 1).

Entrance Drive and Parking Area

• The existing entrance drive and parking area, currently a mix of asphalt and gravel, will be

reconstructed.

• The existing asphalt drive will be removed and widened to 12 feet.

• Roadway construction will include:

o 4" compacted crushed aggregate base

o 3" subsurface asphalt

o 1" surface course asphalt, with a tack coat applied between layers

• Total drive length: approximately 900 feet

• No lane markings are required.

• Tree Removal: Three large Cottonwood trees near the east end of the drive must be cut down,

removed, and stumps ground prior to roadwork. All debris must be hauled offsite to a disposal

location chosen by the contractor.

• All materials and work shall comply with ODOT Construction and Material Specifications (CMS),

latest edition and addendums.

Concrete Pad

• A concrete pad will be installed at the north end of the parking area adjacent to the creek.

• Dimensions: 20 ft (north-south) x 50 ft (east-west)

• Concrete specifications:

o Minimum 28-day compressive strength: 4,000 PSI

o Steel reinforcement: Grade 60 epoxy-coated

o Reinforcement cover: 2.5" (top/sides), 3" (bottom)

o Include appropriate expansion and joint spacing.

Parking Area Surface

• The remaining parking area between the asphalt drive and concrete pad will be covered with 2"

of ODOT Type 57 stone, leveled across the area.

• Approximate size: 0.25 acres.

ADA Kayak Launch

• The project includes acquisition/construction and installation of an ADA-compliant kayak

launch. Minimum specifications are a floating kayak to hold at least a 12’ kayak and must

include an ADA transfer mechanism.

• Refer to Figure 2 and 3 for commercially available dock designs for comparison and

specifications.

• Dock shall be anchored to the shore per manufacturer’s recommendations.

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as

determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low

lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the

bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items

may result in the bidder being deemed not responsive.

personnel.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility

and requirements of the bid will be insufficient reason to support any request to be released from the contract.

The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services

Agreement. Example attached.

All bidders must sign and attach the Standard Affirmation & Disclosure Form to their bid in Ohio Buys.

This may be signed electronically through Adobe or through a wet signature. If this is not attached, the

winning bidder will be asked to sign before a contract can be routed for review.
