This is a synopsis of contract action; this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in this matter. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice.
The purpose of this notice is to notify industry of the USAF’s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classification (small business, large business, etc.) please do not request a copy of the solicitation, as one does not exist.
The AFTC Contracting Directorate (AFTC/PZZF), Edwards AFB intents to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 3572, as implemented by RFAR 13.106-3(a)(iii) to Labsphere, Inc 231 Shaker Street, P.O. Box 70, North Sutton, NH 03260.
The applicable NAICS is 334516; Analytical Laboratory Instrument Manufacturing, with a size of 1,000 employees.
The following is a brief description of the acquisition requirement:
1. Quantum Tunable Spectral Irradiance/Radiance Calibration Source.
Uniform light source system capable of providing a wide range of luminance over a 16" aperture exit port. P/N AA-01469-100 QT-1100. A subsystem must deliver full spectral tunability across the 0.25µm to 2.5µm bandwidth. Furthermore, it must provide a highly stable and dynamic luminance output capable of accurately simulating tactical environments ranging from a moonless night (1x10⁻⁴ cd/m²) to maximum daylight conditions (1x10⁴ cd/m²).
Customization:
• Uniform light source system capable of providing a wide range of luminance over a 16" aperture exit port.
• Uniform radiance source to act as a spectral radiance calibration standard.
• Integration of sphere measurement system for the reflectance, transmittance and absorption measurement of windows and wind screens.
• Customized spectrometer with SMA GerShun tube for radiometric transfer and recalibration of Labsphere equipment.
•Training at Government site.
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.
In addition, the response should include verification of the Offeror’s Representation and Certifications—Commercial Items in accordance to FAR 52.204-19. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant.
Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12.
All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
The Air Force Test Center has appointed an Ombudsman to consider, and facilitate, the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Ombudsman will be included in any potential solicitation and contract for this acquisition.
