Project Description: Lower Frederick Township (LFT) is seeking sealed bids online via PennBid™ (https://pennbid.bonfirehub.com/) for Bavington Road Drainage and Pavement Repairs in Lower Frederick Township. Specifications, Bid Packet, Contract Documents, and other information for bidders may be obtained from PennBid. Inquiries regarding this contract must be uploaded to PennBid by 5 PM on March 24, 2026.
All Bid Documents and solicitation details are available at PennBid. PennBID assesses a fee of up to 0.33% of the bid amount (up to $6,000) only to bidders who are awarded contracts. Bids must be submitted online via PennBid no later than March 31, 2026 at 1 PM. Bids will be opened and read aloud on Tuesday, March 31, 2026 at 1:15 PM at LFT Municipal Building, 53 Spring Mount Road, Schwenksville, Pennsylvania. Award to the lowest responsible Bidder is anticipated on April 7, 2026 at a scheduled 7:00 PM Board of Supervisor’s meeting.
Bids must be made on the forms furnished within PennBid. Each Bid shall be submitted in accordance with the Instructions to Bidders and the Instructions for Submitting Electronic Bids set forth in the Bid Packet, including, but not limited to, a Bid Bond (issued by a surety licensed to conduct business in Pennsylvania), Bank Money Order, or Certified Check for not less than ten percent (10%) of the Bid amount payable to LFT; an Agreement of Surety certifying that the required Performance, Payment, and Maintenance Bonds will be provided by the Successful Bidder to LFT upon the awarding of the Bid; and proof of insurance as required by the Contract Documents. The Successful Bidder will be required to furnish Performance and Payment Bonds in the amount of 100% of the Contract Price.
This Project is subject to provisions of Act 422 of 1961, as amended (Pennsylvania Prevailing Wage Act) and the prevailing minimum wage rates issued by the PA Department of Labor and Industry. All contractors and subcontractors must be in compliance with the Public Works Employment Verification Act.
A pre-bid meeting is to be conducted at the LFT Municipal Building 53 Spring Mount Road, Schwenksville PA at 1:00 PM on March 18, 2026. This pre-bid meeting will be open to all bidders, and all information given at this meeting will be considered part of the Bid Packet, via addendum, and is to be included in the bids. All bidders are required to attend this meeting.
LFT reserves the right to reject any or all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality or irregularity in the bids, and exercise its judgement as to the comparative merit of the products and services offered. Award of the Contract, if awarded, will be to the lowest responsible and responsive bidder. Bids may be held by LFT for a period not to exceed sixty (60) days from the date of the opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the Contract. LFT does not discriminate on the basis of race, color, religion, sex or national origin.
