Project Description: Louisville Water Company is requesting Bids for the furnishing of all labor, materials, tools, equipment and incidentals and performing all work required to construct complete in place and ready to operate the Crescent Hill Powder Activated Carbon Storage and Feed Facility.
A pre-bid meeting to discuss the Project and to tour the work site will be held on September 15, 2025, at 2:00 p.m. EST/EDT at the Crescent Hill Pump Station 201 Stilz Avenue Louisville, KY 40206. Attendees shall meet at the entrance gate. Attendance at this meeting is strongly recommended, but not mandatory. An optional second site visit will occur on September
20, 2025, at 2:00 p.m. EST/EDT at the same location.
Questions or inquiries relating to this project must be submitted through the Louisville Water Company web-based portal by the date and time indicated for this bid. The Company’s Project Manager's estimate for the Contract plus Company supplied materials for
this Project is $10,000,001 - $15,000,000. If the Company’s Project Manager's estimate for the Contract plus Company supplied materials exceeds $250,000: a Bid Bond is required. For this Contract, a Bid Bond is required.
Bids will only be accepted from Bidders who have been pre-qualified by the Company in the prequalification
category or categories that apply to this Bid. This Bid requires prequalification in the Heavy Construction – Plant Work Category. Contractor’s prequalification amounts must be equal to or greater than $3,000,000. Contractors may submit bids above their
prequalification limit. Contractors/Subcontractors performing specialty items of work in Electrical must be prequalified in “Electrical”, Contractors performing 4” – 12” HDPE must be prequalified in “4-12” HDPE, Contractors performing Ductile Iron Water Mains, must be prequalified in 4” – 16” Ductile Iron Water Mains. For information about pre-qualification,
contact the Buyer listed above.
The Company will award the Contract to the Bidder presenting a Bid that is responsive to the Specifications, is in substantial compliance with the Contract requirements, and presents the lowest and best price for performing the Work making up the base bid and or Bid that Company determines is in the Company’s best interest, which may not necessarily be the least expensive Bid
Company Small Business Equity (SBE) Program Preference and Local Preference Program applies to this bid and resultant bid award. SBE Program Preference shall apply first.
