This is a Sources Sought Notice for 8(a) certified businesses only.



Responses to this notice will be used for informational and planning purposes only. This notice shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research only. Depending on market research and other influences, GSA anticipates issuing a solicitation for this project around Late Summer/Early Fall 2025.



This is not a request for offers or proposals. The Government does not intend to award a contract based on responses and the Government is not obligated to and will not pay for information received as a result of this announcement.

Project Description



GSA Region 9 intends to solicit construction firm(s) to perform alteration work at the airport in Pago Pago, American Samoa.



The Pago Pago International Airport, also known as Tafuna Airport, is a public airport located approximately 7 miles (11.3 km) southwest of the central business district of Pago Pago, in the village and plains of Tafuna on the island of Tutuila in American Samoa, an unincorporated territory of the United States.



The Transportation Security Administration (TSA) is requiring alteration work to be performed in their lease space at the Pago Pago International Airport that was recently affected by flooding. The space affected is approximately 1600 usable sq ft.



The purpose of this project will be to renovate the existing TSA space to include replacing carpet and cove base, installing a kitchen cabinet system as well as painting the entire space in the Pago Pago International Airport TSA Offices.



Disclosure of magnitude: FAR 36.204 (d) Between $250,000 and $500,000.



Delivery Method



The General Services Administration (GSA) intends to award a firm fixed-price construction contract.

Interested 8(a) contractors are requested to respond to this notice by providing the below information. Responses must be submitted in PDF file format. All information is subject to verification.



1. Company Name, Address, Point of Contact, Phone number, Email address, SAM Unique Entity ID (UEI).

2. Provide a general statement of your qualifications, capabilities, and ability to perform a renovation project on / at a remote location.

3. Provide the following information for no more than two (2) projects that are a good representation of your firm’s qualifications and technical capabilities: contract number, total aggregate contract amount, general description of work, location(s) of work, awarding government agency, and indicate if contract is in CPARS.





Responses



Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government’s evaluation of the information received. No questions will be responded to in reference to this notice.



Responses to this Notice shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable interest and capability of a certified 8(a) contractor. A determination not to complete the proposed procurement based upon responses to this Notice is solely within the discretion of the Government in response to this Notice will be for review purposes only.
