  • Summary:R-SF-25010, Administration - Flexible Benefits Program and COBRA Administration Services. Intent of this Request for Proposal (RFP) is to solicit sealed proposals from qualified firms(s) to establish a contract for the administration of a Flexible Benefits (Section 125) Program and COBRA Administration Services for Prince William County Public Schools, Prince William County Government, and Prince William County Service Authority DBA Prince William Water herein referred to as PWC. The firm selected will assume the lead role in the management and the day-to-day operations of all aspects of the components of the programs. Each entity would be an individual entity and would be billed and accounted for separately. Voluntary options are not part of this solicitation. PWCS is the lead entity on the RFP on behalf of the three County groups. There will be one award and there will be separate agreements with each entity under the contract.

    The Programs:

    1.        Flexible Spending – Medical, Dependent Care, Lifestyle Account Administration, and Adoption Assistance (currently P&A Group)
    2.        COBRA Administration to include premium collection and reconciliation (currently P&A Group)

    PWC also seeks information on electronic enrollment capabilities, availability of electronic communications such as a benefits application, and collection of premiums for ancillary benefits such as Retiree Healthcare.

    Offeror may add services based on current Section 125 compliance.

    The current contract is set to expire on June 30, 2025, with no contract renewals remaining. Whoever is the successful Offeror will need to work with our existing contracted vendor to avoid a lapse in service and assist in the transition of the contract. The effective date for this contract will be July 1, 2025. Annual open enrollments are scheduled for the months of April and May and all employees will need the option to enroll via the administrator’s on-line enrollment module for which eligibility will be provided through an electronic file. PWC must receive enrollment data no later than two weeks after the close of open enrollment. New payroll deductions will begin in July to correspond with the new plan year.
