Description:

Proposals will be received until 12 o’clock noon on Wednesday, June 11, 2025 by electronic bid only for the Water Treatment Plant (WTP) Chlorine Gas Conversion Project, in accordance with the plans and specifications now on file in the office of the Director of Public Service and Safety, City of Troy, Ohio.

The electronic bidding will be handled through the Bid Express service at www.bidexpress.com. Bidder must register, set up to bid, and review each solicitation the bidder intends to bid electronically prior to bidding.

This project consists of enclosing a roofed open aired section of the plant to house the new sodium hypochlorite chemical and related equipment, replace lime slaker #4, replace lime dust collection system, and various flow meters at the plant. Pre-Bid project walk through on May 28, 2025 at 1:00 PM location at the Water Treatment Plant, 300 E. Staunton Road, Troy, Ohio.

All Contractors and Subcontractors involved with the project will, to the extent practical, use Ohio products, materials, services, and labor in the implementation of this project. Bidders must comply with the prevailing wage rates on Public Improvements in Miami County and the City of Troy, Ohio as determined by the Ohio Department of Industrial Relations.

A bid guaranty as follows is required to accompany each proposal as a guarantee that if the proposal is accepted a contract will be entered into:

1.    A bid bond in the amount of 100% of the bid amount, payable to the City of Troy, Ohio, or

2.    A certified check, a cashiers’ check, an Official Bank Check, or a letter of credit in the amount of 10% of the bid amount, payable to the City of Troy, Ohio.

The City of Troy reserves the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the City and to select the best bid in its opinion. The City of Troy, Ohio is in compliance with ADA.
